U.S. charges PRC agents with interfering in Huawei case

A criminal complaint was unsealed today in federal court in Brooklyn charging two People’s Republic of China (PRC) intelligence officers with attempting to obstruct a criminal prosecution of a Chinese telecommunications company, believed to be Huawei, according to media sources. One of the defendant also is charged with money laundering based upon a bribe payment of $41,000 in Bitcoin made in furtherance of the scheme.

According to the complaint, the two PRC intelligence officers directed an employee at a U.S. government law enforcement agency to steal confidential information about the criminal prosecution of the telecommunications company.

The defendants remain at large.

“Today’s complaint underscores the unrelenting efforts of the PRC government to undermine the rule of law,” said U.S. Attorney Breon Peace for the Eastern District of New York. “As alleged, the case involves an effort by PRC intelligence officers to obstruct an ongoing criminal prosecution by making bribes to obtain files from this Office and sharing them with a global telecommunications company that is a charged defendant in an ongoing prosecution. We will always act decisively to counteract criminal acts that target our system of justice.”

China Unicom Beijing deploys Huawei's extremely-large antenna arrays

China Unicom Beijing is deploying Huawei's new extremely-large antenna array (ELAA) architecture at over 1,000 sites around the outskirts of Beijing.

The giant antenna arrays, which are called "metaverse-ready active antenna units - MetaAAUs", double the scale of arrays compared with the previous-generation AAU. Huawei says the increased size results in extended coverage because channel beams are narrower and energy is more focused. New algorithms improve network performance while slashing energy consumption.

The companies claim the new MetaAAUs have delivered a 40% increase in coverage area, increased uplink and downlink user-perceived rates by 10%, and lowered network energy consumption by 5% over previous-generation AAUs. Since their deployment, user traffic has increased by 38% in their coverage areas and the carrier's user base has increased by 37%.

Ritchie Peng, President of Huawei 5G Product Line, said, "MetaAAU is one of our major innovations. With MetaAAU, we achieve great breakthroughs in network performance and energy efficiency, and this is attributed to our strong investment and continuous innovation in Massive MIMO. We are glad to cooperate with China Unicom Beijing on the thousand-site MetaAAU project, and proud to see that MetaAAU achieves the desired performance across the entire network. We believe this can provide a useful reference for global operators in selecting Massive MIMO technologies for different scenarios."

China Mobile Sichuan tests triple band carrier aggregation with Huawei

China Mobile Sichuan achieved a physical-layer single-user peak rate to 4.52 Gbps in tests of Huawei's TDD+FDD and TDD+TDD 5G SA 3CC Carrier Aggregation solution.

The testing was performed on live networks in Chengdu.

China Mobile Sichuan and Huawei performed 3CC CA verification in typical networking scenarios, with one of the three component carriers on the n79 band (4.9 GHz), having a bandwidth of 100 MHz, and the other two on the n41 band (2.6 GHz) and n28 band (700 MHz), having a bandwidth of 100 MHz and 30 MHz, respectively. The single-user-perceived rate can reach 4.12 Gbps at different test spots. In order to deliver better user experience, the 2.6 GHz band will first support 5G networks in hotspot areas. Therefore, the two parties also carried out verifications that combine n79 band (4.9 GHz) with a bandwidth of 100 MHz and n41 band (2.6 GHz) with a bandwidth of 100 MHz and 60 MHz. The actual rate can reach 4.52 Gbps. This can facilitate the development of emerging services (like AR/VR) that have high requirements on network performance.

Huawei outlines all-optical target architecture

Huawei outlined a new all-optical target network architecture based on five pillars, called the Five Ones:

  • One-kilometer access: In wireless networks, the majority of base stations are located within 1km of users.  By using existing base stations as access points for local distribution of fiber, the challenge of providing optical connectivity to all terminals is reduced.
  • One-stop all-optical access: By deploying optical transport network (OTN) equipment closer to the end-user, operators can provide both high-service level, and differentiated Service Level Agreements (SLAs) to commercial customers.
  • One-network all-optical slicing: Optical slicing allows operators to offer premium services to users willing to pay for guaranteed levels of performance.  Distributed deployment of OTN partly helps to achieve this, but another key element is to distribute all-optical cross connects (OXCs) throughout the network.  Huawei pioneered the development of all-optical OXCs, equipment that allows to switch optical data signals at light speed, without converting it to electrical.
  • One-hop connection architecture: Consolidating the integration of an existing optical transport network with a recently-upgraded all-optical metro network enhances user experience. It opens the door to practically instantaneous cloud access and networks offering guaranteed, deterministic latency not exceeding a few milliseconds.
  • One-click smart operation: Optical controls help to deliver a digital transformation of networks, where all communications hardware is connected and remotely monitored. This enables the autonomous operation of networks, or autonomous network driving.

Richard Jin, President of Huawei's Optical Business Product Line, said, “After more than a year of innovation with customers from around the world, we truly believe that an all-optical target network is the best choice for global operators looking to achieve an optimal TCO in fixed and 5G mobile backhaul, while inspiring new growth in home broadband and enterprise private line business.”

Meng pleaded not guilty to fraud charges but agreed to a four-page statement of facts regarding the case.

At the Supreme Court of British Columbia, Associated Chief Justice Heather Holmes released Meng from all bail conditions set by the Canadian justice system.

Hours after Meng was freed, Prime Minister Justin Trudeau of Canada announced that Michael Kovrig and Michael Spavor had likewise been released from detention in China and were on their way back to Canada.

The United States Attorney’s Office for the Eastern District of New York and the U.S. Department of Justice issued the following statements:

“In entering into the deferred prosecution agreement, Meng has taken responsibility for her principal role in perpetrating a scheme to defraud a global financial institution,” stated Acting U.S. Attorney Boeckmann.  “Her admissions in the statement of facts confirm that, while acting as the Chief Financial Officer for Huawei, Meng made multiple material misrepresentations to a senior executive of a financial institution regarding Huawei’s business operations in Iran in an effort to preserve Huawei’s banking relationship with the financial institution.  The truth about Huawei’s business in Iran, which Meng concealed, would have been important to the financial institution’s decision to continue its banking relationship with Huawei.  Meng’s admissions confirm the crux of the government’s allegations in the prosecution of this financial fraud—that Meng and her fellow Huawei employees engaged in a concerted effort to deceive global financial institutions, the U.S. government, and the public about Huawei’s activities in Iran.”

Some notes according to court filings, and as agreed to by Meng in the DPA’s statement of facts as recorded by the United States Attorney’s Office for the Eastern District of New York:

"Between 2010 and 2014, Huawei controlled Skycom’s business operations in Iran, and Skycom was owned by an entity controlled by Huawei.  All significant Skycom business decisions were made by Huawei.  Moreover, Skycom’s country manager—the head of the business—was a Huawei employee.  Individuals employed by Skycom believed they worked for Huawei.

In December 2012 and January 2013, various news organizations, including Reuters, reported that Skycom offered to sell “embargoed” equipment from a U.S. computer equipment manufacturer in Iran in potential violation of U.S. export controls law, and that Huawei had close ties with Skycom.

In 2013, when questioned by financial institutions in Hong Kong, Huawei employees, including Meng, asserted that Skycom was just a local business partner of Huawei in Iran and that Skycom had not conducted Iran-related transactions using its accounts at the financial institutions. Meng also told the financial institution that Huawei “operates in Iran in strict compliance with applicable laws, regulations and sanctions” and that “there has been no violation of export control regulations” by “Huawei or any third party Huawei works with.”

Between 2010 and 2014, Huawei caused Skycom to conduct approximately $100 million worth of U.S.-dollar transactions through Financial Institution 1 that cleared through the United States, at least some of which supported its work in Iran in violation of U.S. law, including $7.5 million for Iran-based contractors from the U.K. staffing company to do work in Iran.

For its part, Huawei has yet to comment on the agreement.

China Mobile, Huawei, establish 5G VoNR+ working group

China Mobile, Huawei and over 10 other partners have established a 5G VoNR+ (New Calling) Working Group for the 5G Deterministic Networking Alliance (5GDNA).

The Working Group aims to facilitate 5G new calling industry collaboration and aims to promote VoNR+ new calling standards and technologies, boost its industry, and build an industry ecosystem.

Huawei says that as 5G integrates with AR and VR technologies, new services such as visual menus, video RBT, and remote collaboration become available and give users more interactive experience. Not only this, these services unlock new opportunities for the emerging 5G market, and the 5G VoNR+ (New Calling) Working Group is anticipated to pilot the development of the 5G new calling market.

VoNR+ new calling will bring new communication experience to users and showcase the unique value of 5G. A typical application of VoNR+ new calling is remote collaboration. Remote collaboration allows guidance to be remotely provided through videos in real time. This valuable application is widely used in daily life, such as in elderly care, equipment repair, object searching, and child tutoring, and even may create a new industry. On top of this, users can use new calling services without needing to download any app.

The 5G VoNR+ (New Calling) Working Group will use 5GDNA to provide a global platform for industry collaboration, channeling more industry partners to drive the widespread use of 5G new calling and bring 5G to more people.
