FCC Budget for FY 2012 Up Slightly to $354.5 Million

The FCC requested a budget of $354.5 million for FY 2012.


This compares with $352.5 million for FY 2011, $335 million appropriated for FY 2010 and $342 million appropriated for 2009.


The requested FY 2012 funding level would include: implementing the National Broadband
Plan, a roadmap for economic growth and American competitiveness in the 21
st century; overhauling the Commission's data systems and processes, to streamline the FCC and make it
even more effective; continuing to modernize and reform the FCC; strengthening the audit and
investigation function of the Office of the Inspector General; and supporting the Commission's
public safety and cyber-security roles.


The request would also provide funds to cover mandatory inflationary increases for contractual services.

China Mobile Drives Global TD-LTE Initiative (GTI)

A Global TD-LTE Initiative (GTI) kicked off at Mobile World Congress in Barcelona with goal of driving the rollout of TD-LTE in markets across the world. The initiative will encourage the development of a TD-LTE ecosystem. Organizers estimate the more than 70 companies from across the mobile ecosystem are pursuing TD-LTE products or services.


The initiative also aims to promote the convergence of LTE TDD and FDD modes to maximize the economies of scale.
The convergence of TDD and FDD LTE technology, would create the most advanced mobile internet infrastructure and last mile wireless access technologies for the world and its combined global scale will bring to the market the highest performance, the widest selection and the most cost effective of end user devices. These devices would include the likes of USB modem and dongle, PC card, router, personal Wi-Fi hotspot, Smartphone, tablet and gaming devices.


To accelerate the development of TD-LTE, GTI will organize a series of activities such as conferences and workshops, sharing development strategies and technology know-how, expediting the development of terminals and fostering of low-cost terminals, etc. GTI will build on recommendations from both the GSMA and Next Generation Mobile Networks (NGMN) to speed up the development of a global LTE ecosystem.


The kick-off ceremony was attended by Mr. Houlin Zhao, Deputy Secretary-General of ITU, Mr. Wang Jianzhou, Chairman of China Mobile Communications Corporation, Mr. Sunil Mittal, Chairman of Bharti Airtel, and Mr. Masayoshi Son, Chairman of Softbank Mobile whom were also joined hands by representatives from Vodafone, Clearwire, Area2 and E-Plus together with Mr. Craig Ehrlich, former-chairman of GSMA and chairman of GTI Steering Committee. Spirent to Acquire Fanfare for Test Automation

Spirent Communications agreed to acquire The Fanfare Group, which offers test automation solutions, for $15 million in cash.


Fanfare, which is based in Mountain View, California, provides an iTest test automation product, which is used by service providers (SPs), network equipment manufacturers (NEMs), and enterprises to accelerate the testing of new systems and services. Fanfare's iTest provides a unified approach for rapidly developing, automating, and maintaining test cases.


Spirent and Fanfare are both founding members of the Network Test Automation Forum (NTAF) and both companies have made major contributions to the development of industry standards that promote interoperability of commercial testing tools and test infrastructure. Spirent plans to continue its support for standardization through NTAF, and the acquisition of Fanfare will accelerate its ability to bring to market commercial implementations of new standards as they emerge.

GSMA: World Tops 400 Million HSPA Connections

At the opening of this year's Mobile World Congress in Barcelona, the GSMA today announced that HSPA Mobile Broadband connections have increased by 100 percent year-on-year, passing 400 million globally.


There are now more than 17 million HSPA connections being added each month around the world, compared to nearly 9 million a month in the same period last year.


The GSMA expects that there will be 4.2 million LTE connections in 24 countries by the end of this year, and that this number will rise to almost 300 million connections in 55 countries by 2015.


"Over the past 12 months operators around the world have invested more than $70 billion in Mobile Broadband infrastructure and network upgrades, driving strong momentum for HSPA and paving the way for LTE to gain real traction," said Michael O'Hara, chief marketing officer at the GSMA. Mindspeed Demos Single-Chip eNodeB Chip for LTE Small Cells

At Mobile World Congress, Mindspeed will demonstrate over-the-air (OTA) transmission, in the 2.6GHz spectrum, of high-definition (HD) video powered by its "Transcede" wireless baseband processor.


In collaboration with companies Interphase Corporation, Continuous Computing and Ixia, Mindspeed will host live LTE picocell demonstrations of its LTE base station solution offering 3GPP Release 8-compliant LTE Layer 1, Layer 2 and Layer 3 processing with picocell performance.

MSF Schedules Global VoLTE Test for September

The MultiService Forum (MSF) has scheduled the first ever MSF/GSMA VoLTE (Voice over LTE) Interoperability Event for September 2011. It will focus on validating key network interfaces to ensure multi-vendor deployment strategies for LTE/EPC/IMS technology. A key objective of the testing is to validate the GSMA's technical recommendations for IMS-based VoLTE. Test scenarios include VoLTE basic interoperability, roaming and interconnection, non-LTE Access to EPC (e.g. GERAN/UTRAN), handover/relocation and Self Organizing Networks (SON).



The test event, which is backed by the GSMA as part of its VoLTE initiative, will be hosted by MSF and mobile operators Vodafone and China Mobile in the Vodafone Test and Innovation Centre in Dusseldorf, Germany, and the China Mobile Research Institute Laboratory in Beijing, China. The MSF is already seeing significant interest, with GENBAND, Huawei, ZTE, Cisco and WiChorus, a Tellabs Company sponsoring the VoLTE IOT, and several other vendors, including Alcatel-Lucent, Alepo, JDSU, and Samsung supporting the work.

Dell'Oro: $42 Billion Market for Mobile Infrastructure Equipment by 2015


The mobile infrastructure equipment market is forecast to resume positive growth in 2011 following the double-digit revenue decline in 2009, and single-digit decline in 2010, according to a newly published report by Dell'Oro Group. The overall mobile infrastructure market is expected to grow from $34 billion in 2010 to $42 billion in 2015.


The report shows that WCDMA revenues are expected to grow from $16 billion in 2010 to nearly $30 billion in 2015. LTE revenues are expected to grow from $350 million in 2010 to almost $7.7 billion in 2015.



"The growing use of mobile devices such as smartphones and tablets will continue to challenge operators and vendors for years to come," said Stefan Pongratz, Financial Analyst at Dell'Oro Group. "We believe this increase in data demand will require operators to continue investing in their 3G/3.5G networks throughout the entire forecast period. Freescale's Qonverge Base Station Processors Scale from Femtos to Macros

Freescale Semiconductor introduced its QorIQ Qonverge family of highly integrated base station-on-chip solutions.



Freescale's new QorIQ Qonverge series, which leverages advanced heterogeneous multicore technology, provides a unified architecture for equipment developers targeting a range of base station designs, spanning from small to large cells. It integrates communications processing, digital signal processing and wireless acceleration technologies into a single system-on-chip in various configurations optimized for next-generation femtocell, picocell, metrocell and macrocell base stations.



Specifically, QorIQ Qonverge processors combine multiple Power Architecture cores and high-performance StarCore DSPs with a MAPLE multimode baseband accelerator, packet processing acceleration engines, interconnect fabric and next-node process technology. The portfolio's products support multiple standards, including GSM, LTE -- FDD & TDD, LTE-Advanced, HSPA+, TD-SCDMA and WiMAX. In addition, the family's flexible architecture allows support for evolving standards with software upgrades.



Freescale leveraged advanced process technology to integrate multiple functions traditionally performed on separate FPGAs, ASICs, DSPs and processors. The company calculates that its QorIQ Qonverge technology can deliver 4x cost reduction and 3x power reduction for LTE + WCDMA macro base stations, and 4x cost and power reductions for LTE + WCDMA pico base stations when compared to wireless infrastructure equipment powered by discrete silicon products.



The QorIQ Qonverge portfolio includes four distinct products optimized for small cell (femto and pico) and large cell (metro and macro) applications. It also supports remote radio head and emerging cloud-based radio access network (C-RAN) configurations.



The first products in Freescale's QorIQ Qonverge multicore portfolio are built in 45-nm process technology and planned for availability in the second half of 2011. The products are the PSC9130/PSC9131 femto SoCs and PSC9132 picocell/enterprise femto SoC devices. Freescale plans to introduce portfolio members targeting larger cell (metro and macro) base stations built in 28-nm process technology later this year.



Freescale also highlighted the ecosystem of partners supporting its Qonverge approach with Layer 1 -- 4 software, transport and security stacks, RF technologies, test and measurement capabilities and ODM solutions.
These can be combined with third party tools, as well as Freescale's CodeWarrior technologies and VortiQa application software.

Intel Invest $26 Million in 6 Mobile Start-ups

Intel Capital announced six new investments totaling $26 million in start-ups focused on mobile hardware, software and applications ecosystems. These are:



Borqs (Beijing) -- an Android software integrator for mobile devices. The company works with name-brand smart phone OEMs, semi-conductor companies, and mobile operators to enhance the Android system to meet their requirements. With expertise ranging from kernel, device-level drivers to top-level user interfaces, Borqs Android solution has been deployed in more than 30 Android mobile devices for W-CDMA networks and TD-SCDMA networks. Borqs Android solution is Google CTS compliant.



CloudMade (Menlo Park, California) -- helps developers to build location-enabled applications and services. The company provides application developers with a range of innovative tools and application programming interfaces to enable the creation of unique location-based applications across all major web and mobile platforms. CloudMade will be certified under the Intel's AppUp application store.



Kaltura (New York) -- provides a widely adopted open source online video platform. More than 100,000 media and entertainment companies, enterprises, small- and medium-size businesses, educational institutions, service providers, platform vendors and system integrators use Kaltura's flexible platform to enhance their websites, Web services and Web platforms with advanced customized rich-media functionalities that are delivered through any connected device.



InVisage Technologies (Menlo Park, California) -- using custom-designed semiconductor materials to develop QuantumFilm, the world's first commercial quantum dot-based material for image sensors. QuantumFilm replaces silicon as the light capture material to enable high-fidelity, high-resolution images from such handheld devices as camera phones and digital cameras.

Ericsson Raises Target -- More than 50 billion Connected Devices

reiterated its long-range connectivity forecast, saying the vision of 50 billion connected devices by 2020 is within reach and may be exceeded.



The vision of more than 50 billion connected devices, based on ubiquitous internet access over mobile broadband, devices or things will be connected and networked independently of where they are. Falling prices for communication, combined with new services and functionality connecting virtually everything to serve a wide range of commercial applications, individual needs and needs of society.



The human aspect of more than 50 billion connected devices goes way beyond smart living and new gaming devices. The company estimates the cost of cellular machine-to-machine (M2M) modules is falling at an annual rate of 15 percent, which makes connectivity-based services increasingly affordable. The cost of connectivity is already as low as US$1.4 per gigabyte.



In an address at Mobile World Congress in Barcelona, Hans Vestberg, President and CEO of Ericsson, said three forces are coming together as the foundation for the networked society: mobility, broadband, and the cloud. To support all three forces, he listed new products and concepts launched by Ericsson at Mobile World Congress. Juniper to Resell Bridgewater for Mobile Core PCRF

Juniper Networks will resell Bridgewater Systems' complete control plane portfolio globally as an integral component of its MobileNext portfolio for 2G/3G and LTE networks. Specifically, Juniper has selected Bridgewater's intelligent broadband controls suite including the Bridgewater Home Subscriber Server (HSS) and Bridgewater Policy Controller/PCRF, both anchored by Bridgewater's Subscriber Data Broker (SPR), as part of its MobileNext open mobile core solution for 2G, 3G, and LTE.

Alcatel-Lucent Taps Intelligent Traffic Management for Mobile QoE

Alcatel-Lucent is launching an Intelligent Traffic Management (ITM) solution for mobile networks that gathers granular data from the radio access network and then translates it into actionable intelligence based on specific network policies. Unlike traffic intelligence platforms based on deep packet inspection, Alcatel-Lucent's solution leverages its 9900 Wireless Network Guardian (WNG), which provides real-time insight into network's bandwidth, signalling and airtime usage, correlated down to individual devices, subscribers and their applications. The 9900 WNG differs from other network analytics tools in its ability to correlate this data on a per device, per application context from and end-to-end network perspective in real time.



This data is then passed to the 5780 Dynamic Services Controller (DSC), which performs the 3GPP Policy Charging and Rules Function (PCRF). By adding advanced intelligence from the 9900 WNG in real time to the 5780 DSC's policy engine, ITM enables service providers to identify and act upon network, device, subscriber and application performance trends and anomalous behaviours. The service provider can then take action based on business rules - such as notifying the subscriber, or reprioritizing traffic - through dynamic policy decisions. This vastly improves performance and protects subscribers' quality of experience while ensuring the integrity of the network.



Alcatel-Lucent said that by understanding the dynamics of new devices and their effect on wireless broadband data, and by reacting intelligently to the information and context it gathers in real time, its Intelligent Traffic Manager (ITM) gives service providers a new level of control by intelligently anticipating subscriber and network events that could impact performance and compromise the network. With the power to detect and respond to network anomalies before they can impact the network or its users, service providers using ITM can ensure a consistent, quality customer experience for millions of subscribers.

It could also be used to take corrective action based on operator-configured business security rules, and alert the subscriber by SMS, email or voice call of the issue and the corrective action taken. Procera Debuts 30 Gbps Policy Enforcement Platform

Procera Networks launched its next generation, PacketLogic PL8000 Intelligent Policy Enforcement series. The new PL8820 delivers 30 Gbps capacity in a 2RU form factor, doubling the capacity of the company's best selling IPE product. The PL8820 handles up to 2 million subscribers and 20 million flows per appliance. The system is already being deployed in production networks, including by 3 Scandinavia, part of the Hutchison Telecommunications group.

PMC-Sierra Intros Universal Front End for Ethernet-Based Mobile Backhaul

PMC-Sierra announced its Universal Front End 4 (UFE4) silicon for mobile backhaul equipment. The UFE412 and UFE448 ASSP devices, combined with PMC-Sierra's WinPath3 network processors, can be used in platforms extending from cell-site backhaul through hub sites and aggregation equipment.



PMC-Sierra's UFE4 co-processor and WinPath3 support a variety of services: TDM, ATM, Frame Relay, HDLC, PPP and Circuit Emulation. The UFE4 integrates a SONET/SDH Framer/Mapper, as well as an advanced Protocol Pre-Processing Core for PWE3 services for SONET/SDH networks. The UFE4 supports all protocols on both channelized and non-channelized interfaces, enabling a true Any-Service, Any-Port platform.

EchoStar to Acquire Hughes for Broadband Satellite Capabilities

EchoStar agreed to acquire Hughes for approximately $2 billion including Hughes' debt. Hughes' shareholders will receive $60.70 per share without interest, which represents a premium of 31% over Hughes' unaffected closing share price of $46.43 on January 19, 2011.



Hughes, and its main operating subsidiary, Hughes Network Systems, provide broadband satellite networks and services for enterprises, governments, small businesses, and consumers. HughesNet is the leading broadband satellite Internet service in North America with over 500,000 consumer/SMB subscribers. Hughes operates the Ka-band SPACEWAY 3 satellite, which was the first commercial satellite with on-board switching and routing.



For businesses, Hughes has shipped more than 2.5 million satellite systems to customers in over 100 countries. The company also designs and builds satellite Network Operations Centers (NOCs) and gateways; two-way broadband satellite routers; mobile satellite handhelds and high-speed IP data terminals; and broadband wireless systems.

  • In October 2010, BNP Paribas and Societe Generale have agreed to provide a $115 million loan guarantee to Hughes Network Systems for the launch of Jupiter, its next generation, high-throughput, Ka-band satellite. The loan is guaranteed by COFACE, the French Export Credit Agency, and Arianespace has been contracted by Hughes to launch Jupiter in the first half of 2012. Switching capacity aboard the next-generation Jupiter satellite is expected to be 100 Gbps -- ten times the current generation SPACEWAY 3 with 10 Gbps of capacity.

Symmetricom to Acquire Brilliant Telecom for Packet Timing

Symmetricom will acquire certain assets of Brilliant Telecommunications, Inc. including all of its intellectual property, for $3.5 million in cash, plus an additional $2.3 million in cash if certain milestones are achieved within six months of closing.



Brilliant Telecommunications, which is based in Campbell, California, has developed a family of network timing, management and synchronization solutions, which addresses emerging communications trends such as IP backhaul and the femtocell market segment.

Intel Shows Slim Modem Chipset Supporting LTE, 3G and 2G

Intel Mobile Communications introduced its compact multimode (LTE/3G/2G) platform XMM 7060. This consists of a multimode baseband processor X-GOLD 706 and the associated multimode RF transceiver SMARTi 4G. In addition to the chipset, Intel is providing a validated 3GPP Release 8 triple mode protocol stack with Inter-Rat features. The new space saving platform is suitable for integration in LTE-enabled portable devices such as mobile handsets, data cards/dongles and other embedded solutions.

The X-GOLD 706 baseband processor, manufactured in 40nm process technology, is based on Intel's 2G/3G X-GOLD 626 with an integrated low power LTE L1 subsystem. Intel said smart phones and tablets based on the XMM 6260 2G/3G platform using the X-GOLD 626 can be easily migrated to LTE.



The new baseband processor is accompanied with the SMARTi 4G, incorporating optimized building blocks of the leading-edge 2G/3G SMARTi UE2 and SMARTi LU RF transceiver -- the world's first commercially available LTE transceiver. The 65nm CMOS RF transceiver employs a proven digital architecture that significantly reduces the number of external RF components such as power amplifiers and filters, and, hence, reduces board space, BOM and power consumption.



The XMM 7060 slim modem platform fits in less than 700mm² PCB (Printed Circuit Board) area including all necessary system components for quad band LTE, penta band 3G and quad band EDGE applications. It supports LTE category 3 (CAT-3) throughputs (100Mbps/50Mbps download/upload respectively) and is compliant to LTE Release 8 standard supporting FDD and TDD mode for all bandwidth up to 20MHz. In addition Inter-RAT handover features with 3G and 2G systems are naturally included.

Telstra Plans LTE Launch

Telstra announced plans to deploy LTE in Next G network later this year. LTE initially will be rolled out in the central business districts of all Australian capital cities and selected regional centres by the end of 2011.



The planned upgrade will use the company's existing 1800MHz spectrum to bring 4G to areas where traffic demand is most concentrated. It will be integrated with Telstra's existing HSPA+ service, which uses the 850MHz spectrum range.



By the end of 2011 Telstra plans to sell dual mode LTE/HSPA+ mobile broadband devices that operate seamlessly across the 1800MHz and 850MHz spectrum ranges, giving customers the benefits of 4G where it is available. However, there will be no change in the quality or coverage footprint for customers who do not wish to upgrade their devices.



The planned upgrade will not require incremental investment to existing plans, instead being funded from Telstra's existing budget for capital expenditure.

Ericsson Showcases Voice over TD-LTE for China Mobile

Ericsson, Sony Ericsson and ST-Ericsson showcased an end-to-end TD-LTE solution in collaboration with China Mobile. The companies also showcased multimedia applications such as video streaming and web browsing, demonstrating TD-LTE's ability to deliver data-rich services at high-speed for the more technology-savvy consumers of tomorrow. The demonstrations were performed using a Sony Ericsson device embedded with ST-Ericsson's M700 TD-LTE modem and a voice over LTE client.

Saudi Arabia's Mobily Builds 100G Backbone with Ciena

Mobily, a mobile operator in Saudi Arabia, has activated a 100 Gbps metro network in Riyadh using equipment from Ciena. The 100G coherent service delivered on Ciena's ActivFlex 6500 Packet-Optical Platform. Ciena's 100G coherent technology will allow for a total throughput of 8.8 Terabits of data per second on Mobily's network, carried over 88 optical channels on a single strand of optical fiber.http://www.ciena.com

HP and VMware Promise Security for the Cloud

HP and VMware will collaborate on next-generation Intrusion Prevention System (IPS) solutions for VMware vSphere-based virtual and cloud environments. The new product will build on the existing HP TippingPoint IPS solution for VMware vSphere deployments, taking current integrations to new levels.

Specifically, the companies will integrate HP TippingPoint IPS with VMware vShield and VMware vCloud Director. China Mobile Selects Juniper CMNET IP/MPLS Backbone

China Mobile has gone live with a next-generation IP/MPLS backbone network comprised of Juniper Networks' routers running the Junos operating system. The deployment consists of Juniper Networks' TX Matrix Plus multi-chassis routing systems, T1600 Core Routers and M320 Multiservice Edge Routers. Financial terms were not disclosed.



Juniper Networks' new mobile network solution employs T1600 Core Routers configured in TX Matrix Plus clusters at CMNET's primary core nodes and T1600 and M320 routers at secondary core nodes. These support dozens of backbone access nodes equipped with Juniper Networks M Series routers across the country. The result is a highly stable, available and scalable high-speed network with strong QoS management capabilities. The China Mobile network requires non-stop routing, very large forwarding tables, MPLS and Fast Reroute functionality.



With nearly 584 million customers, China Mobile is the world's largest mobile network operator while China TieTong, its fixed network subsidiary, also has a growing number of broadband customers. In 2010, China Mobile added 58 million subscribers to its customer base and an increasing number of them are using smartphones and opting for its TD-SCDMA 3G service, driving the need to scale CMNET, its IP network.

ADVA Posts Q4 Revenue of EUR 79.4 Million

ADVA Optical Networking reported Q4 2010 revenue of EUR 79.4 million, compared with EUR 59.6 million in Q4 2009 and EUR 80.5 million in Q3 2010. This result is in line with guidance of between EUR 76 million and EUR 81 million. IFRS pro forma operating income, excluding stock-based compensation and amortization & impairment of goodwill & acquisition-related intangible assets, amounted to EUR 4.3 million in Q4 2010 or 5.4% of revenues, also in line with guidance of between 2% and 6% of revenues.


Driven by increased enterprise, Ethernet access and carrier infrastructure business,revenues rose to a record high of EUR 291.7 million in 2010, 25.3% higher than the EUR 232.8 million reported in 2009. IFRS pro forma operating income at EUR 13.3 million in 2010 or 4.6% of revenues was significantly higher than the EUR 6.1 million or 2.6% of revenues in 2009. This improvement is largely due to higher revenues.
