DIRECTV Adds HD Local Channels in 24 Markets

DIRECTV will add local HD programming to its line-up in 24 more U.S. markets, bring its total number of HD markets to 36. Beginning in April of this year, DIRECTV will roll out the first of the 24 new markets, offering HD programming from the four primary broadcast networks -- ABC, CBS, Fox and NBC.

UK Regulator Publishes Regulations for VoIP

Ofcom, the official telecom regulator in the U.K., published new proposals on its approach to VoIP.



Ofcom estimates that there are now more than 500,000 active VoIP users in the UK. Take-up growth is forecast to continue and as more people start to use VoIP services, Ofcom is required to ensure that regulatory requirements are continually adapted to meet the needs of both customers and providers.



Ofcom is proposing a code for VoIP service providers to ensure customers are given important information about service capability. Ofcom is also updating its guidance to encourage VoIP providers to offer access to 999 emergency services and to help them comply with existing regulation of voice services, including requirements for Publicly Available Telephone Services (PATS).



The closing date for responses is 3 May 2006.

picoChip and Wintegra Offer 802.16e Development Platform

picoChip and Wintegra introduced a development platform for mobile WiMAX that integrates picoChip's PC102 picoArray multi-core digital signal processor (DSP) running its IEEE 802.16e PHY with the Wintegra WinMax access processor programmed with 16e MAC software for transport and backhaul functionality.



In addition to providing 802.16e functionality, the development platform offers support for Advanced Antenna Systems (AAS) and Multiple-Input Multiple-Output (MIMO), which is enabled by means of an optional software upgrade from ArrayComm.



WinMax features a programmable datapath that offers the ability to support multiple MAC entities on the same device. This allows simultaneous support for multiple sectors and thus simplifies Full Mobility Handover and reduces the latency as required by operators. The multiple MAC support also provides an important advantage in its ability to scale the access capability, allowing the support of both 16d and 16e on same platform.

IP Communications Consortium Changes Name to IMS Forum

The International Packet Communications Consortium (IPCC) has changed its name to the IMS Forum. The group's mission will be "to accelerate the adoption of IP Multimedia Subsystems (IMS) by providing an environment for discussion and resolution of real-world implementation issues, such as interoperability and standards-based architectures in the application layer."



The Forum will also provide consultancy and expertise to the industry on best practices and approaches for IMS rollouts, interconnectivity and convergence.

EnVysion Secures $3 Million for Broadband Video Surveillance

EnVysion, a start-up based in Boulder, Colorado, raised $3 million in first round funding for its broadband video surveillance plans.



EnVysion is developing an Internet-based platform to enable a service-based business model for video surveillance. The company will provide services to multi-site food service, hotel, and retail businesses, including fast-casual dining and convenience store franchises.



Columbia Capital and Bear Equity, a private investment firm owned by EnVysion's Executive Chairman Dan Caruso, led the private equity round. Existing angel investors and Ledcor Technical Services, a strategic partner of EnVysion, participated in a round of angel funding which occurred in December of 2005.



"Broadband penetration in the retail and service sectors has expanded market opportunities beyond simple video surveillance," said Chief Operating Officer Matt Steinfort. Belgacom Deploys SupportSoft for IPTV Rollout

Belgacom has deployed SupportSoft SmartAccess software to speed deployment of its IPTV service. Financial terms were not disclosed.



SupportSoft SmartAccess software automates the self-installation of an iDTV (also referred to as IPTV) connection. The solution automatically assists in verifying customers' system characteristics, such as firmware version, modem and set-top box type, configuring their PC and wireless gateway with the latest software as needed, and providing interactive instructions to connect all the key components together.



Belgacom has more than 800,000 broadband subscribers.

JDSU Adds Multiple Stream Testing Capability

JDSU announced new features for its FST-2802 Ethernet, IP and Fiber Channel tester that enable field technicians to more easily test managed services and FTTx deployments.



The new release enables technicians to emulate voice, video and data traffic streams and independently monitor and measure each stream for QoS characteristics. In addition, the new software can be used to test point-to-multipoint links as well as perform basic monitoring tests on VLAN or IP networks.

NETGEAR Readies 200 Mbps Powerline HD Products

NETGEAR expects to begin shipping its first 200 Mbps Powerline HD products in Q2. The 200 Mbps Powerline HD technology would allow consumers any electrical outlet for a fast in-home network. The company said its proprietary technology will offer video Quality of Service (QoS) that makes it possible for users to seamlessly stream high-definition video throughout the entire home.



NETGEAR is using powerline communications chipsets from Design of Systems on Silicon (DS2).

Camera Makers Agree to EVERPLAY Standard

Fuji Photo, Konica Minolta, and Eastman Kodak, announced the EVERPLAY standard designed to ensure compatibility of digital photos and motion images across a broad range of consumer products for future generations.



The companies said methods to organize and preserve digital images have evolved independently by many different companies and have lost interoperability among the different systems. There are also potential problems as time passes, systems evolve and formats change. The new EVERPLAY standard aims to resolve these issues and respond to consumers' needs to protect images and enjoy widespread interoperability. The standard is designed to make it easy to implement and uses XML next-generation language in its specification.



The new standard could pave the way for compatible online services for sharing and archiving digital photos and motion images.

Hibernia Atlantic Cable Now Carrying in Excess of 220 Gbps

The Hibernia Atlantic cable system, which runs redundant rings between Dublin, Manchester, London, New York, Halifax, Montreal and Boston, is now carrying in excess of 220 Gbps of traffic -- the equivalent of twenty-two 10 Gbps wavelenghts. Hibernia Atlantic reports that this growth is unprecedented in the history of trans-Atlantic networks. The capacity has been largely leased to household names in the communications and financial sectors, including international PTT's, ISP's, content providers, global investment banks and other Fortune 500 entities.

"Democracy" Video Player Offer Open Source, BitTorrent-like PVR

The Participatory Culture Foundation, a non-profit organization whose mission is "to create tools for broader, deeper engagement with culture and politics," released an open source Internet TV system designed as an alternative to proprietary video players.



The "Democracy" player builds on RSS, Firefox, and BitTorrent technology to enable the user anyone to watch, share, broadcast and download video over the Internet. The player promises full screen video playback, continuous non-buffered play, and an open standards environment free of adware or spyware.



The Democracy Internet TV system is being supported by private donors, including Silicon Valley venture capitalist Andy Rappaport, and Mitch Kapor, Lotus founder and chairman of Mozilla Foundation (makers of Firefox).



A Windows version is available in the initial release. Other components of the system include its Broadcast Machine, software to publish high quality video for thousands of recipients from an ordinary website with almost no hosting costs. The system also includes a program guide of hundreds of channels of available video, and Video Bomb, a community-rated shareable guide, or automatic feed, of Internet video.

Narrowstep Raises $7.4 Million for Internet-based Video Content

Narrowstep, a provider of Internet-based video content delivery, raised $7.4 million through the sale of common stock and warrants.



Narrowstep is currently delivering over 70 channels, including ITV, the UK's top commercial broadcaster, the Torino 2006 Paralympic Winter Games, as well as Sail.tv, London TV, and Cycling.tv. The Narrowstep system enables owners and users of video content to reach audiences by "narrowcasting" -- targeting delivery of specific content to interested groups.



Pursuant to this financing, the investors agreed to purchase a total of 12,333,333 shares at a purchase price of $0.60 per share. The investors will also receive five-year warrants giving them the right to purchase an aggregate of 12,333,333 shares, half at $0.60 per share and the other half at $1.20 per share.

underway. On the other, IPTV is arriving to shake things up. It is
therefore not surprising that the world of programming is undergoing a
revolution.

EarthLink Plans Strategic Transformation in 2006, Updates Revenue Guidance

EarthLink believes its municipal Wi-Fi broadband, voice and HELIO initiatives represent significant growth opportunities, but they may require significant investment over several years. The company is issuing new financial guidance to reflect its current expectations on the investments needed for initial product development and infrastructure, as well as additional sales and marketing expenditures needed to generate subscribers and recurring revenues.



EarthLink expects its future operating models for these new initiatives to be similar to the ISP operating model on which the company has based its current operations.



In the early stages of these products' life cycles, investments in sales and marketing expenditures are expected to exceed the operating profits derived from the service offerings. Once the company adds a sufficient number of new subscribers, operating profits are expected to exceed the incremental sales and marketing expenditures needed to acquire additional customers. At that point, EarthLink expects these new services to generate operating profits.



"We expect 2006 to be a transformational year for EarthLink," said Garry Betty, EarthLink's chief executive officer. "The cash generated from our traditional Internet access business is helping fund our expanding product portfolio of voice, data and wireless services for residential and business customers.



"Over the next three years, we plan to generate meaningful growth as we become a total communications company. We believe our current and proposed investments in municipal Wi-Fi broadband, voice and our wireless joint- venture, HELIO, will give us a unique advantage in the marketplace."



During 2006, EarthLink expects to begin marketing its DSL and Home Phone Service bundles and municipal Wi-Fi services over a larger coverage area, but it expects these products will have a limited impact on subscriber levels until the fourth quarter of 2006. As in prior years, EarthLink expects subscriber decreases in the seasonally weaker second and third quarters and subscriber growth again in the fourth quarter of 2006. For the full year 2006, EarthLink expects its paying subscribers to be approximately level with the 5.3 million subscribers it reported at the end of 2005.



EarthLink expects HELIO to launch its wireless service offering in the first half of 2006. HELIO's spending is expected to increase significantly once it begins to market these services. While HELIO'S loss for the first quarter of 2006 is not expected to increase significantly compared to the fourth quarter of 2005, if HELIO is successful in generating subscriber growth for the full year 2006, HELIO's sales and marketing spending could increase which would result in significant net losses for HELIO.

  • HELIO is a $440 million joint venture between EarthLink and SK Telecom. HELIO plans to leverage R&D from SK Telecom to create a constant pipeline of new, proven service platforms, systems and applications. HELIO will use existing U.S. EVDO networks under its own brand to deliver data-rich content, such as music, video and multi-player gaming. HELIO will also feature cutting-edge mobile devices built for 3G.

  • In January 2006, EarthLink and BellSouth reached a commercial agreement through the end of 2008 under which EarthLink service is available via DSL to customers in BellSouth's coverage area.


  • Also in January 2006, EarthLink named Motorola as its key partner to provide wireless equipment, design, installation and system integration for the initial five major cities where EarthLink will deploy municipal Wi-Fi Internet access networks. Motorola will provide its MOTOwi4 portfolio of products, including its Canopy high-speed backhaul and Wi-Fi mesh network equipment supplied to Motorola by Tropos Networks.


  • In December 2005, EarthLink agreed to acquire New Edge Networks, a privately-held single-source national provider of private Virtual Private Networks (VPNs) and secure multi-site managed data networks and dedicated access for businesses and communications carriers. New Edge Networks integrates a wide variety of last-mile broadband access services available through multiple carriers, technologies, and geographic region. It owns a nationwide multi-services network with more than 850 carrier-class switches and Internet routers. New Edge Networks' core and extended DSL coverage spans about 12,800 telephone company central office locations that are equipped for DSL service across the U.S.

Global Crossing to Upgrade Mid Atlantic Crossing with Alcatel

Global Crossing selected Alcatel to upgrade its Mid Atlantic Crossing (MAC) submarine cable network, which runs between Brookhaven - New York, Hollywood - Florida and St. Croix in Virgin Islands. It connects to Global Crossing's Atlantic Crossing systems (AC 1 and AC 2), in Brookhaven and Hollywood, as well as to its South American Crossing (SAC) and Pacific Crossing (PAC) systems in St Croix.



Alcatel will supply its new-generation DWDM submarine line terminal, the Alcatel 1620 Light Manager. The Alcatel 1350 management suite will manage the new equipment. Alcatel will also be in charge of the installation, testing and commissioning.
