Verizon and Google Announce Joint Net Neutrality Proposal

Google CEO Eric Schmidt and Verizon CEO Ivan Seidenberg announced a joint proposal on how Internet traffic should be managed and regulated. Verizon agreed to support a wide range of Net Neutrality principles for wireline networks, and Google conceded that these principles need not apply to wireless networks.

Key points of agreement include:

1. The FCC's current wireline broadband openness principles should be maintained, ensuring that consumers have access to all legal content on the Internet, and that they can use whatever applications, services, and devices they choose.

2. Wireline broadband providers should not be able to discriminate against or prioritize lawful Internet content, applications or services in a way that causes harm to users or competition. In addition to not blocking or degrading of Internet content and applications, wireline broadband providers also could not favor particular Internet traffic over other traffic.

3. The consumer should be fully informed about their Internet experiences and there should be enforceable transparency rules for both wireline and wireless services.

4. The FCC should be provided with a new enforcement mechanism. Specifically, the FCC would enforce these openness policies on a case-by-case basis, using a complaint-driven process. Penalties of up to $2 million could be imposed.

5. The broadband infrastructure should be a platform for innovation and broadband providers should be allowed to offer additional, differentiated online services, in addition to the Internet access and video services (such as Verizon's FIOS TV) offered today. There should be safeguards that ensure that new online services be distinguishable from traditional broadband Internet access services and are not designed to circumvent the rules.

6. Most of these principles WOULD NOT apply to wireless broadband, except for the transparency requirement. In addition, the Government Accountability Office would be required to report to Congress annually on developments in the wireless broadband marketplace, and whether or not current policies are working to protect consumers.

7. The federal Universal Service Fund should be reformed and re-focused on deploying broadband in areas where it is not now available.http://googlepublicpolicy.blogspot.com/

EU's BIANCHO Project Targets Energy Efficient Photonic Components

A three year research and development initiative known as the BIANCHO project (BIsmide And Nitride Components for High temperature Operation) is seeking to develop radically more energy-efficient photonic components.

The project, which has the financial backing of the EU Framework 7 programme, will develop new semiconductor materials to allow lasers and other photonic components to become more energy efficient and also more tolerant of high operating temperatures.

The researchers note that current photonic components have major intrinsic losses, with around 80% of the electrical power used by a laser chip being emitted as waste heat, for example. The presence of this waste heat necessitates the use of thermo-electric coolers and an air-conditioned environment in order to control the device temperature, cascading the energy requirements by more than an order of magnitude.

The project brings together five leading European partners with complementary expertise in epitaxy, structural characterization of materials, device physics, band structure modelling, advanced device fabrication, packaging and commercialisation. The Tyndall National Institute (Ireland) is coordinating the initiative. Other academic partners are Philipps Universitaet Marburg (Germany), Semiconductor Research Institute (Lithuania), the University of Surrey (UK). Commercialization of the project results will be led by CIP Technologies (UK).

Orckit-Corrigent Gains TSEC for GPON in India

Orckit Communications' CM-4000 products have received Technical Specification Evaluation Certificate (TSEC).
by the Bharat Sanchar Nigam Limited (BSNL) Quality Assurance (QA) organization, which validates that a vendor's networking equipment conforms to all of the technical specifications and requirements specified by Telecom Engineering Center's Generic Requirements (GR) and ensures that the products meet the highest quality and environmental standards including extensive field trials.

The CM-4000 metro aggregation switches are based on RPR and MPLS standards and include innovative QoS, OAM and protection technologies for end-to-end triple play and enterprise VPN services. The solution perfectly fits for broadband and FTTX deployments incorporating high density 10GE ports that are the common practice in fiber-based broadband services. It further supports synchronous Ethernet, thereby carries STM-1,4,16, 64 and TDM E1s' on unified transport with end to end MPLS over RPR, thus provides ideal next generation transport for mobile backhaul for 2G,3G and LTE applications.

CALIENT and Freeport Offer Govt Teleconferencing

CALIENT Technologies, which supplies MEMS-based photonic switching systems, is working with Freeport Technologies to deliver a video teleconference solution that can accommodate multiple government security domains without breeching network security. The new solution combines CALIENT's FiberConnect 320X adaptive photonic switch and Freeport's Enterprise Video Network Switch (VNS) to enable a single CODEC to be used for up to five network security domains without breaching a security domain, making it ideal for government agency video teleconferencing (VTC) and other multi-domain applications.

Previous VTC solutions required duplicate VTC systems and fiber-optic network connections in each conference room or desktop for each domain supported. Most defense or intelligence agency applications require at least two or more domains to cover various top secret, secret and unclassified video conferences.

Freeport's patent-pending VNS allows users to change the security level of its CODEC in a way that flushes the CODEC of any residual data and returns it to its original state. Similarly, the FiberConnect 320X photonic switch works within security domains because it's an all-optical switch that switches only photons with no common data plane or management plane where data could cross domains.

Vitesse Expands its 10G Ethernet SerDes Line

Vitesse Semiconductor will begin sampling its latest 10G Ethernet physical-layer SerDes designed for high-density 10G aggregation in emerging 40G/100G Ethernet backbones, mobile backhaul/transport, and enterprise applications. The roll out includes dual and quad Ethernet PHYs supporting Synchronous Ethernet and other precision timing capabilities, along with working and protection failover capability for Carrier Ethernet resiliency.

Vitesse said its new PHYs deliver insertion loss and crosstalk compensation capabilities well in excess of the 10GBASE-KR backplane standard, enabling the devices to support new KR backplane applications along with upgrading older legacy backplanes. The insertion loss compensation ability of 35 dB and insertion loss to crosstalk ratio (ICR) support down to 6 dB exceed KR requirements. In addition to supporting signal degradations in excess of the KR link requirements, the devices sustain full KR compliant rate auto-negotiation and link optimization.

Some key features of the new VSC8488 and VSC8484 devices:

  • Both devices include a crosspoint switch, enabling easier design of redundant failover systems;

  • Vitesse's analog Electronic Dispersion Compensation (EDC) implementation results in a total path latency of 1 ns, compared to DSP-based latencies measuring hundreds of ns, thus enabling low latency system design;

  • Both devices support 40GBASE-KR4, 40GBASE-CR4, 40GBASE-CR10, nAUI, and nPPI high-speed I/O requirements allowing systems designed today to be ready for upgrade to 40G/100G; and

  • Superior receiver performance and low jitter SONET compliant transmit path allows the user to support a broad array of module formats including all of the present XFP, SFP+, QSFP+, and CFP host applications with high system link margin.

"Across the network, from the initial access points at Mobile Backhaul/Transport and Broadband to the core, system needs demand rapid and accelerating bandwidth expansion. Additionally, the bandwidth is being added during a transition period in network implementation from SONET/TDM to Ethernet," said Gary Paules, product marketing manager at Vitesse. "Because the VSC8488 and VSC8484 dual and quad 10G PHYs uniquely address these expansion and transition challenges, designers can accelerate development of 40G/100G Ethernet backbones, Mobile Backhaul/Transport, and Ethernet networks by leveraging the unique capabilities of these new Vitesse devices."http://www.vitesse.com
