Loral Files Chapter 11 Petition, Sells Six Satellites to Intelsat

Citing weakness in the commercial satellite business, Loral Space & Communications and certain of its subsidiaries filed voluntary Chapter 11 petitions. In a related transaction, Loral will sell six satellites and the rights to their orbital locations to Intelsat for up to $1 billion. Loral intends to reorganize around its remaining fleet of five satellites and its satellite manufacturing operations Loral will also continue to own and operate Space Systems/Loral (SS/L), which builds satellites and satellite systems for commercial and government customers.

  • Intelsat said the proposed acquisition of the Loral assets would complement the Intelsat global network, which includes capacity on 26 satellites. The Loral satellites would add complete coverage of the important North American market and increase Intelsat's customer base in the cable television and broadcasting segments. Of the six satellites to be purchased, four are operational, serving cable television, broadcast and private data network customers in North America. Two satellites are currently under construction and are scheduled to be launched into North American orbital locations in the coming year. Intelsat would assume responsibility for launch and insurance-related costs for one of the satellites currently under construction and would make a $100 million secured down payment on a future satellite to be built by Space Systems/Loral to Intelsat's specifications.

  • Last month, Loral Space & Communications and Alcatel settled all outstanding issues between them, including a contract dispute that has been in arbitration. Loral will pay Alcatel $5 million now and an additional $8 million within one year of closing. As part of the settlement, Alcatel will transfer its minority interest in CyberStar to Loral, and Loral will transfer to Alcatel its minority interests in two Alcatel affiliates (Europe*Star and SkyBridge) that Loral had previously written off.

Quarry Technologies Names New CEO

Quarry Technologies, a start-up based in Burlington, Massachusetts, named Ian Mashiter as its new president and CEO. Quarry offers MPLS-enabled VPN security service routers. Quarry said that while MPLS VPN's are as secure as Frame Relay networks, some business customers demand additional security within the MPLS VPN. Quarry also sees a need for additional security when connecting remote and mobile users over the Internet to a corporate VPN. Prior to joining Quarry, Mashiter was a co-founder of Ennovate Networks, an IP edge routing venture.

Agere Develops Chipset for Wi-Fi Phones, Partners with NTT

Agere Systems announced a new chip that integrates the company's WaveLAN Wi-Fi technology with VoIP . The chipset could be used for Wi-Fi phones featuring the same compact form-factor and low-power consumption of current handheld mobile devices. In addition, Agere has signed an agreement to incorporate NTT's Universal Plug and Play (UPnP) software into its wireless IP phone solution. As a result, Agere plans to offer a development platform and reference design for handset manufacturers that will enable phones to be built that are interoperable with residential and enterprise broadband VoIP networks deployed by NTT, Japan's largest broadband service provider. Agere will also provide software drivers, SIP stack, voice compression codecs, and sample demonstration applications.

  • In April 2003, Agere Systems introduced two new VoIP chips for residential and enterprise IP phones. The new devices include both dual and single Ethernet-port system-on-a-chip solutions. The VoIP chips support wide-band codecs for enhanced voice quality, three-way teleconferencing, and full-duplex speakerphone capability with self-adaptive Acoustic Echo Cancellation. Both single-chip solutions couple Agere's DSP 1600 core with an ARM940T microcontroller, allowing manufacturers to use the same software for a range of IP phone designs. Agere said its IP Phone chips are also compatible with its WaveLAN wireless networking components. The single port device is offered at approximately $12 in quantities of 50,000. The dual-port device is priced at approximately $18 in production quantities of 50,000.

Disney and NTT to Launch Broadband Service in Japan

NTT will begin providing Disney-branded services via the "FLET'S" broadband networks of NTT East and West this month. "DisneyBB on FLET'S" is an interactive online content service, exclusively available via a broadband connection, through which children and their parents can experience media-rich Disney entertainment and learning activities. Consumers will also have the option to subscribe for access to premium content through "DisneyBB on FLET'S." NTT's FLET'S portfolio includes both optical access and ADSL services.

Asia Netcom Deploys VoIP

Asia Netcom launched a wholesale, VoIP-based voice transport and termination service. Asia Netcom's Carrier Voice service utilizes the company's extensive sub-sea and IP networks leveraging its capability to offer five classes of service over IP VPN. The company uses traffic policing and shaping to provide toll quality voice solutions with PSTN connectivity. Asia Netcom said it operates one of the largest Cisco Powered (Carrier Voice) networks in Asia Pacific. Asia Netcom's Carrier Voice service is currently available in Australia, Hong Kong, Japan and Singapore and will be offered in Korea and Taiwan in the near future.

  • In June 2003, Asia Netcom launched a new MPLS-based, corporate IP VPNs featuring five classes of service (CoS) combined with the option for usage-based pricing. The service provides city-to-city connectivity across the Asia Pacific region with additional connectivity available into mainland China and to major markets in the Americas and Europe. Asia Netcom's CoS offerings are defined by Service Level Agreement (SLA) parameters, including jitter, latency, packet loss and service availability. The company offers connection speeds from Nx64 Kbps to Gigabit Ethernet (1000 Mbps). Asia Netcom's core network backbone is being migrated to 2.5 Gbps trunks. A fully meshed MPLS-TE (multi-protocol label switching traffic engineered) native IP network enables both any-to-any and hub-and-spoke configurations.

Fiberlink Raises $50 Million for its Policy-based Remote Access

Fiberlink Communications, a provider of policy-based remote access solutions for the enterprise market, secured $50 million in funding from Technology Crossover Ventures (TCV). Fiberlink's policy-centric platform and service integrates applications, multi-network redundancy and end-to-end security. The company plans to use the funds to further its technology development and acquisitions, and repurchase certain previously issued preferred shares. Previous investors in Fiberlink include Goldman Sachs, GE Equity, Edison Venture Fund and NewSpring Ventures. Fiberlink is based in Blue Bell, Pennsylvania.

Tata Power Deploys ECI Telecom's XDM Optical

India's Tata Power Company has deployed ECI Telecom's XDM multi-service optical platform within its DWDM backbone. A number of XDM platforms have been successfully installed and are currently running live traffic within Tata's telecommunications infrastructure. Further network expansion is expected in the near future.

Hong Kong Bank Replaces Frame Relay Net with Metro Ethernet

Hong Kong's Dah Sing Financial Holdings (DSFH) is using Cisco Systems' metro Ethernet equipment to link 43 of its branches and subsidiaries. The new infrastructure replaces an existing Frame Relay network. DSFH is using IP VPNs and intends to introduced a new company-wide customer relationship management (CRM) program.

Lucent Warns of 18% Drop in Revenues

Lucent Technologies expects revenues for Q3 2003 to decline 18% from the $2.4 billion in sales reported in the previous quarter. Lucent blamed nearly all of the drop in sales on its Mobility business, which experienced "reduced spending in North America and an unexpected network acceptance delay." The company expects a net loss of six to eight cents per share in Q3, and anticipates continued uncertainty in the market, particularly in Mobility. Lucent will report final results on 23-July-2003.

Com21 Files Voluntary Chapter 11

Com21, a supplier of cable broadband access equipment, voluntarily filed for protection under Chapter 11 of the U.S. bankruptcy code. The company intends to use the Chapter 11 process to restructure its operations. It plans to sell certain key assets including the DOCSIS CMTS product line and Com21's Irish subsidiary to ARRIS International, while retaining selected employees to facilitate the sale of those assets.

Dorado Software Provides Management. Application for Juniper Gear

Dorado Software, a start-up based in Folsom, California, announced a network control and management product package for providing access and control of Juniper-specific network device types, including Juniper's E-, M-, and T- series routing platforms. Dorado's Redcell Network Services -- Juniper Edition provides management and control functions necessary to ensure the delivery of services traversing a Juniper Networks-based network infrastructure. These functions include discovery, network resource inventory, topology, alarm monitoring and OSS integration.

MCI Issues May 2003 Monthly Operating Results

MCI recorded $2.034 billion in revenue during May 2003 versus $2.05 billion in April 2003, according to its latest report filed with the U.S. Bankruptcy Court. Operating income in May was $116 million versus $114 million in April. CAPEX for May was $90 million, including $73 million for PP&E and $17 million for related software. MCI ended May with $4.2 billion in cash on hand, an increase of approximately $500 million from the beginning of the month. The company said it was making steady progress financially.

EchoStar Deploys Marconi in Video Transport Network

EchoStar Communications Corporation awarded a contract to Marconi to supply a Distributed Protection Switching solution for EchoStar's video transport network. Equipment purchased by EchoStar includes Marconi's ASX-4000 40 Gbps switch-router, TNX-1100 10 Gbps and TNX-210 2.5 Gbps switch-routers and ForeThought system software. Marconi said its Distributed Protection Switching provides circuit, source device, destination device and edge switch node protection that is more resilient and significantly less expensive than SONET automated protection switching (APS) and SDH multiplex section protection (MSP). Where SONET or SDH requires a permanent standby fiber for redundancy, Marconi's Distributed Protection Switching delivers cost-savings by switching traffic across all active fibers in the event of a failure for maximum bandwidth utilization. Deutsche Telekom Selects Marconi to test Optical Network Vision

Deutsche Telekom is using Marconi's wavelength division multiplex (WDM) systems to form the backbone of a research project that demonstrates its vision of a network of the future, called the Global Seamless Network (GSN). The Marconi SmartPhotoniX Multi-Haul DWDM platform will demonstrate the GSN ultra-long-haul transmission capabilities, employing existing fiber between the city of Berlin and the city of Darmstadt. In addition, the use of Marconi's GMPLS-enabled, integrated WDM transport and switching node will help Deutsche Telekom demonstrate powerful network resilience mechanisms and automated bandwidth provisioning.

CDMA2000 Global Subscriber Base Reaches 50 Million

The CDMA2000 global subscriber base surpassed 50 million in May 2003, according to The CDMA Development Group. There are 53 commercial networks in 29 countries on six continents and approximately 17 more networks are scheduled for deployment in the second half of 2003. The number of CDMA2000 subscribers grew by 18 million in the first five months of 2003. The largest market for CDMA2000 is in Asia. In Japan, KDDI is adding an average of 600,000 CDMA2000 subscribers per month and expects that 90% of its customers will have migrated to its CDMA2000 network by March 2004. Lucent Technologies.


Five operators in Asia, North and Latin America are already deploying CDMA2000 1xEV-DO, which delivers average data speeds of 300-600 kbps and peak rates up to 2.4 Mbps.

XO Provides Co-Branded Hosting with Z-Tel

XO Communications will provide a co-branded hosting solution to Z-Tel Technologies. The hosting platform supports numerous hosting customers on a cluster of servers designed for superior network availability.


Separately, Z-Tel Technologies expanded its Business Services Suite to include managed local, broadband, email and hosting services. Z-Tel recently signed a three year contract to provide approximately half of Darden Restaurants' North American locations with local telecommunications services. The agreement encompasses approximately 3,200 telephone lines in 45 states. Darden runs the Red Lobster, Olive Garden, Bahama Breeze and Smokey Bones BBQ restaurant chains.
