XConnect, a carrier neutral exchange located in London, has launched a service the interconnects VoIP islands and facilitates commercial relationships between them, by enabling settlement or settlement-free exchanges of traffic. The company is also forming an "XConnect Alliance" that offers multilateral settlement-free between carriers.
