Network Equipment Suppliers Urge Congress to Update Telecom Act for IP Services

Senior executives from Alcatel, Lucent, Motorola, Siemens and QUALCOMM testified before the House Energy and Commerce Committee's Subcommittee on Telecommunications and the Internet on "How IP-Enabled Services are Changing the Face of Communications." A common theme of the testimony was that Congress should legislate a "light regulatory touch" when addressing IP-enabled services. The witnesses addressed the digital television (DTV) transition and advocated a "hard deadline" for the transition in order to reclaim the analog broadcast spectrum. They urged Congress to make this spectrum available as soon as possible to stimulate the economy.


Patricia Russo, Chairman and CEO of Lucent Technologies said "we believe it is critical for Congress to adopt a federal policy framework that recognizes the changes in technology and the market, and is designed to promote and enable the converged lifestyle services people are demanding. To do so, we need to minimize -- and in certain cases eliminate -- economic and entry regulation of the communications marketplace, particularly the existing constraints within traditional legal and regulatory boundaries that impede the full development of these services.... I believe that minimal regulation is better and equal treatment should be considered. Fundamentally, this needs to happen at the federal level. Today's communications are all about convergence -- converging networks, converging technologies, converging applications and converging devices."


Russo also urged Congress to consider new means to promote and facilitate the deployment of broadband access platforms, both fixed and wireless. She also urged Congress to provide favorable tax treatment for R&D expenses."


Ed Zander, Chairman and CEO of Motorola, urged legislators to federalize the regulation of IP-enabled services. "It has been nearly a decade since the last significant overhaul of the Telecom Act, and while those changes may have worked in the analog world, it is now time to reform the law to address the challenges of the Internet Age. The law needs to clear the way for innovation..."


Also testifying before the panel were Mike Quigley, CEO, Alcatel North America; Dr. Irwin Jacobs, chairman and CEO, QUALCOMM; and Andy Mattes, president and CEO of Siemens Communications Inc.

ADVA and SAGEM Supply Optical Backbone for neuf

Neuf Telecom has deployed equipment from ADVA Optical Networking to underpin its large-scale roll-out of DSL services across France.


Neuf Telecom selected global optical solutions supplier SAGEM to help backhaul the growing residential and business traffic and expand the capacity of their backbone network. SAGEM installed ADVA's Fiber Service Platform (FSP) 2000 along with its own Ionos Network Management System for operation, control, and provisioning. Under the terms of the frame contract signed with Neuf Telecom in late 2003, SAGEM has deployed more than 220 of ADVA's FSP 2000 systems for city-to-city and central office--to-central office links ranging from 30 to 140 kilometers in distance.

  • neuf telecom's has reached a major milestone in delivering broadband services throughout France with the deployment of a network connecting 3,000 cities in 18 months. neuf telecom is using Cisco equipment for the extension and expansion of its network to support local loop unbundling and to facilitate triple-play over ADSL to residential customers. Cisco's 7600 Series routers, Catalyst 3000 Series switches and Cisco IOS network infrastructure software are used to provide the QoS-enabled multi-service network, supporting intelligent video distribution using dynamic multicast.


  • In November 2004, the company launched neuf TV, a digital-quality TV over DSL service offering over 70 channels. The company will shortly be launching ADSL2+ services. As of the end of 2004, neuf telecom a total of 700,000 ADSL users from its retail and wholesale operations. neuf telecom reported sales in 2003 of EUR 992 million. For the first half of 2004, neuf telecom increased its sales to EUR 564 million, up 24% compared to the same period in 2003, EBITDA was up 33% to EUR 60 million and earnings of EUR 15 million.

Siemens to Supply MSC solution from Spatial Wireless

Siemens Communications will supply a 3G wireless MSC solution from Spatial Wireless to a key 3G UMTS customer in the United States. Spatial Wireless, a wholly-owned entity of Alcatel, offers a next generation wireless distributed mobile switching solution that supports multiple generations of radio access, services, and core transport technologies.


A distributed mobile switching solution is characterized by a centralized call server, providing the switching logic and management, and one or more media gateways providing the physical bearer (voice) path communicating through open standard interfaces. The architecture would allow carriers like Cingular, which recently announced it would deploy UMTS in major markets across the United States, to centralize operations at the call server sites in regional centers, while distributing media gateways to the various communities where calls are most likely to be connected, thereby reducing maintenance expenses and unnecessary backhaul costs.

Merrill Lynch Selects Avaya for Corporate Campuses

Merrill Lynch selected Avaya solutions for new corporate campus offices spanning three continents. The deployment will include the new Avaya Communications Manager IP telephony S8700 solutions for over 10,000 employees at Merrill Lynch facilities in Sydney, Australia; Sao Paulo, Brazil; and several locations in the United States including their world headquarters in New York City. All the facilities will have the Avaya IP Softphone. Financial terms were not disclosed.

Merrill Lynch to Deploy Cisco IP Telephones

Merrill Lynch will deploy a Cisco Internet Protocol (IP) Communications system to support 14,000 financial advisors in approximately 600 Merrill Lynch offices across the U.S. The system will be rolled out beginning in the second half of 2005. Financial terms were not disclosed.

Nortel Supplies Avici Routers in Sweden

IP-Only Telecommunications AB, a carrier based in Sweden, will deploy Avici Systems' routers for a core network upgrade. The equipment will be supplied by Nortel Networks. Financial terms were not disclosed.



IP-Only delivers IP and Ethernet services, wavelengths and dark fiber to Swedish and international operators, as well as to many of Sweden's largest and most demanding enterprises, television and multimedia service providers.


Avici Systems is Nortel's worldwide 'preferred partner' for IP core routers.

Ciena Expands Strategic Relationship with TELMEX

Telefonos de Mexico will deploy Ciena's CoreDirector multiservice switching system across its nationwide network. Since 2002, Ciena's CoreDirector systems have been deployed in TELMEX's Mexico City network, one of the largest metropolitan area networks in the world. With this expansion, CoreDirector is now helping TELMEX's metro and long-distance networks by enabling a single, automated nationwide infrastructure. Financial terms were not disclosed.


CoreDirector's role in TELMEX's Mexico City metro network has also been expanded with the deployment of the platform's new Gigabit Ethernet Line Module to support native Ethernet connectivity.


CoreDirector is an intelligent, high-capacity switching system that incorporates the functionality of add-drop multiplexers (ADMs), multiservice provisioning platforms (MSPPs), digital and optical cross-connects plus Layer 2 functionality.

LVL7 Closes $21 Million for Networking Software

LVL7 Systems, a start-up based near Research Triangle Park, North Carolina., raised $21 million in Series C funding for its networking software. LVL7's FASTPATH software allows equipment manufacturers to reduce their reliance on internal software development and test organizations and decrease expenses, risks and timelines. The company said it now has a customer base of 40 system manufacturers.


The oversubscribed funding round was led by Silicon Valley-based venture capital firm USVP. The funding round also included participation from Lighthouse Capital Partners and LVL7's previous investors: The Carlyle Group, Gabriel Venture Partners, H.I.G. Ventures, and Research Triangle Ventures.

TANDBERG Integrates Video Systems with Cisco CallManager

TANDBERG introduced dedicated group video systems that provide seamless integration with Cisco CallManager versions 4.0 and 4.1 for business-quality video telephony. The TANDBERG 550 MXP and 770 MXP for Cisco CallManager are set-top video communication systems for small to medium-sized groups. TANDBERG also announced that its MXP video systems for individuals and large groups will be integrated with Cisco CallManager later this year.

USAF Readies Modernized GPS Satellite for Launch

Lockheed Martin delivered the first modernized Global Positioning System (GPS) satellite to Cape Canaveral Air Force Station for a scheduled launch in May 2005.


The satellite, designated GPS IIR-M1, is the most technologically advanced GPS satellite ever developed and will provide significantly improved navigation performance for U.S. military and civilian users worldwide.


The current constellation of 30 GPS spacecraft includes 12 fully operational Block IIR satellites, which were developed to improve global coverage and increase the overall performance of the global positioning system. Lockheed Martin said the modernized series, designated GPS IIR-M, will offer a variety of enhanced features for users of the navigation system, including:

  • a modernized antenna panel that will provide increased signal power to GPS receivers on the ground.


  • two new military signals that will allow for improved accuracy,
    enhanced encryption and anti-jamming performance for the military.


  • a second civil signal that will provide civil users with an open access signal on a different frequency.


  • Lockheed Martin is modernizing eight GPS IIR satellites for its customer at the Navstar GPS Joint Program Office, Space and Missile Systems Center, Los Angeles Air Force Base.

FCC Proposes Flexible Ku-band for Airborne Satellite Services

The FCC proposed a regulatory framework for licensing the operation of Aeronautical Mobile Satellite Service (AMSS) systems to communicate with fixed-satellite service (FSS) networks in the Ku-band frequencies. The Notice of Proposed Rulemaking addresses two-way broadband data and communications capabilities onboard aircraft.


Specifically, the Notice:

  • examines frequency allocation issues in the Ku-band where AMSS systems will operate and seeks comments on procedures to protect space research service and radio astronomy service sites from AMSS operations in the band;


  • proposes rules and procedures to license AMSS networks that would permit blanket licensing of an AMSS network similar to the licensing rules for very small aperture terminals (VSATs) that currently operate in the Ku-band;


  • seeks comment on the establishment of a regulatory framework that could enable foreign-licensed AES terminals to operate in United States airspace without causing harmful interference to domestic operations.

Alcatel to Resell Alvarion's WiMAX

Alcatel has signed an OEM agreement to resell Alvarion's WiMAX-ready solution based on WiMAX 802.16-2004 ("Rev d") standard. Financial terms were not disclosed.


As a first positive market recognition of this new OEM agreement, both companies also disclosed today that Alcatel has been selected to run several WiMAX pilot deployments in Europe. Among those, one will be delivered to TDF (the French broadcast service provider) and RATP (the Paris public transport agency) in France.

  • In January 2005, Lucent Technologies plans to integrate WiMAX technology, based on the IEEE's 802.16 standard, through Alvarion's BreezeMAX line into its "Accelerate" Next Generation Communications Solutions portfolio, which includes Lucent's IP Multimedia Subsystem (IMS) solution. Specifically, Lucent will team with Alvarion to deliver a converged networking solution to service providers that includes the seamless interoperability of WiMAX, 3G mobile (CDMA2000 and W-CDMA/UMTS), WiFi and wireline networks. Additionally, as part of this initiative, Lucent Worldwide Services (LWS) will provide a comprehensive suite of deployment, maintenance, and professional services to support WiMAX infrastructure and applications, further extending LWS' multi-vendor services capabilities in important growth markets.


  • In July 2004, Siemens Information and Communication Networks selected Alvarion as supplier for the BreezeMAX 3500 solution - the first product Alvarion introduced as part of its recently launched WiMAX Platform. The BreezeMAX platform is a carrier-class IEEE 802.16/HiperMAN-compliant system for the residential and business wireless DSL, MDU/MTU, hotspot backhauling and home networking markets. The BreezeMAX platform is designed to support WiMAX certified CPEs, which will incorporate the Intel WiMAX chip set as they become available in the market. Financial terms were not disclosed.

AudioCodes & Outsmart Collaborate on Fixed-Mobile-Convergence

AudioCodes announced a partnership with Outsmart Ltd., a provider of Fixed-Mobile-Convergence (FMC) and Intelligent Networks (IN)-based solutions, to integrate Outsmart's SmartFMC product with AudioCodes' Mediant family of VoIP media gateways. The joint offering provides a base for next-generation 3G IMS architecture and services.


Audiocodes' Mediant platform supports wireline, cable and wireless (UMTS, GSM and CDMA) in the same gateway. Outsmart's SmartFMC delivers one identity across a variety of terminals, allows full control on all call sessions, provides the same services as both fixed and mobile networks and allows full management capabilities including CRM, billing and customer care.

Global Crossing Appoints Head of Wireless Services Exchange

Global Crossing has appointed Simon Clayton-Mitchell as vice president, wireless services exchange, with the primary role of executing the international launch and establishment of Global Crossing's Wireless Services Exchange, an extranet community for mobile network operators providing global connectivity to support the convergence of voice, multimedia messaging, video calling and other IP services that will ride across 3G networks. Clayton-Mitchell joins Global Crossing from Blueshift Consulting, a Tokyo-based firm of which he was co-founder and principal. Prior to this, he served for two years as vice president of data product management for Asia Global Crossing. During his tenure at AT&T Asia Pacific, Clayton-Mitchell was closely involved in a joint investment project with BT, performing the role of director of product management, covering both the Japanese fixed line and mobile markets.
