AT&T to leverage Frontier’s Ethernet and fiber infrastructure

AT&T announced a deal with Frontier Communications to bring fiber-optic connectivity to large enterprise customers outside AT&T’s current footprint. The two companies signed multi-year strategic agreements that will also support deployment of AT&T’s 5G mobility network.

Frontier is pursuing a Build Gigabit America fiber expansion plan that will pass 10 million locations by the end of 2025. Frontier expects to make fiber available to 600,000 new locations in 2021, resulting in approximately 4 million fiber locations passed by the end of the year.

AT&T said the agreement will enable it to quickly reach additional locations by utilizing Frontier’s fiber network. Together, the two companies will enable high-speed connectivity to large enterprise customers within Frontier’s 25-state footprint.

Specifically, AT&T will be able to utilize Frontier’s fiber network to help reach enterprise customers in Frontier’s service territories reaching 25 states. AT&T will also use Frontier’s network to strengthen nationwide deployment of its 5G network. In addition, AT&T will tap Frontier’s Ethernet network to boost connectivity between cell towers and the core network.

Frontier accelerates fiber buildout

Frontier Communications has set a new objective to reach 10 million total fiber locations by the end of 2025. Frontier made significant progress toward this objective in the second quarter of 2021, building fiber to approximately 157,000 new locations. Frontier now expects to reach 600,000 new locations in 2021, resulting in approximately 4 million fiber locations passed by the end of the year.

Nick Jeffery, President and Chief Executive Officer of Frontier, said “Demand for high-speed broadband is growing rapidly, and fiber is the best product to meet the needs of consumers and businesses. Frontier is already doing what customers want and cable can’t – delivering symmetrical download and upload speeds with far lower latency than our competition. Early next year, we will start delivering 2 gigabit per second services, further stretching our performance lead to where only fiber can compete. We have hard work ahead of us, but momentum is increasing as we rally the Frontier team around our mission to Build Gigabit America.”

The company provided the following updates:

  • Frontier’s currently is able to deliver symmetrical 1 Gbps download and upload speeds;
  • The company plans to launch a symmetrical 2 Gbps offering in the first quarter of 2022 that will unlock next-generation digital experiences for customers;
  • Frontier plans to deploy fiber to reach 10 million locations by 2025; and
  • Frontier has set a new target of $250 million run rate savings by 2023 from simplifying its operations and improve the customer experience.

In addition, Frontier reported consolidated Q2 revenue of $1.62 billion, a 7.9% decline from consolidated revenue reported in the second quarter of 2020, due to declining consumer copper subscribers and wholesale revenue, and the impact of fresh start accounting.

Frontier’s overall data and internet services revenue of $839 million decreased slightly in the second quarter of 2021 primarily due to declining copper subscribers. fiber broadband revenue was $268 million, a 13.6% increase over the second quarter of 2020, due to subscriber gains and higher ARPU. Consumer fiber net adds were approximately 12,000 in the quarter, the eighth consecutive quarter of positive consumer fiber net adds, resulting in broadband customer growth of 3.3% relative to the second quarter of 2020.

Second quarter 2021 operating income was $298 million. Net income was $4.58 billion due to approximately $4.2 billion of reorganization gains in the quarter, primarily related to the extinguishment of debt.

Capital expenditures increased to $385 million in the quarter from $225 million in the second quarter of 2020, as fiber expansion initiatives accelerated.

Frontier emerges from Chapter 11 and sets sights on fiber expansion

Frontier Communications completed its financial restructuring process and emerged from Chapter 11.

Through the bankruptcy proceedings, Frontier has reduced its debt by approximately $11 billion and annual interest expense by approximately $1 billion. The company says it is now well-positioned to accelerate its transformation to become a leading telecommunications technology company in the United States through investment in innovation, fiber infrastructure expansion and operational enhancements.

“Today Frontier takes a critical step forward in its multi-year strategic transformation, emerging as a stronger company poised to lead in its mission of Building Gigabit America,” said Nick Jeffery, President and Chief Executive Officer. “With a healthier financial position, we now have the right foundation to reinvent Frontier by accelerating investment in our fiber upgrades and delivering innovative solutions for our customers. Together, our team will accelerate our momentum and unlock Frontier’s full potential. I am honored to have the opportunity to lead the Company as we enter this new chapter.”

Frontier has embarked on a full operational review of its business that will consider every aspect of Frontier’s operations, including its approach to building its fiber network, customer engagement, digital strategy, costs, and organizational structure and culture. This review, which Frontier expects to complete by August, will build on the company’s initial fiber expansion plan that was launched during the financial restructuring.

Mr. Jeffery stated, “Our initial fiber expansion plan is a bold and ambitious undertaking that supports Frontier’s customer-centric strategy to become a fiber-rich provider with enhanced competitive positioning in markets with attractive returns. Through this plan, we will continue to deliver on our commitments to achieve improvements to our net promoter score, churn reduction, and wider customer and employee satisfaction. Our entire organization is energized and focused on the successful execution of our plan that will support Frontier’s mission well into the future.”

As part of the initial fiber expansion plan, Frontier is deploying capital and pursuing an extensive fiber build-out plan that will accelerate the Company’s transformation from a legacy provider of copper-based services to a fiber-based provider. This plan builds on Frontier’s successful Fiber-to-the-Home pilot program, using the planning, engineering, construction, and marketing knowledge gained from the pilot. Under the first phase of the plan, Frontier intends to invest heavily and pass more than 3 million homes and business locations, enabling a total of over 6 million homes and businesses with Gig-plus speeds.

Frontier is planning to pass approximately 495,000 additional locations in 2021.

Frontier sees stabilization in Q3 as it trims losses

Frontier Communications reported Q3 revenue of $2.25 billion, down from $2.30 billion in the preceding quarter. Net loss for the quarter was $38 million.

“Our third quarter results highlight the ongoing stabilization across our business as we focus on executing our strategy,” said Dan McCarthy, President and CEO. “During the quarter, we were pleased with the continued improvement in subscriber trends and churn in our California, Texas and Florida (CTF) markets, ongoing stabilization in our commercial business, and continued operating efficiencies.

Some highlights:

  • Consumer revenue was $1.1 billion, a sequential decline of $22 million versus the $40 million sequential decline in the second quarter.
  • Customer churn improved to 2.08% (1.92% for Frontier Legacy and 2.33% for CTF operations) compared to 2.24% for the second quarter of 2017 (1.95% for Frontier Legacy and 2.69% for CTF operations), with CTF FiOS being the primary driver of the overall improvement.
  • Combined Average Revenue Per Customer (ARPC) of $80.91 ($63.99 for Frontier Legacy and $107.33 for CTF operations). Excluding the positive one-time impact of the Mayweather vs. McGregor fight in the quarter, each of these measures of ARPC was stable sequentially.
  • The hurricanes in Texas and Florida led to $12 million in losses, including operating expenses of $9 million and capital expenditures of $3 million.
  • CAPEX for Q3 was $268 million, up from $263 million in Q2.

Frontier says its FiOS buried fiber proved more reliable in hurricane

Frontier Communications claims that its FiOS All-Fiber Network in Florida proved to be more reliable than competing services during Hurricane Irma.

“The resiliency of Frontier’s buried all-fiber network was a significant differentiator in the market,” said Melanie Williams, Frontier’s Senior Vice President for Operations in Florida. “Where power was available, the services of the majority of Frontier’s FiOS-based customers remained operational despite Irma’s impact. Frontier customers who lost power saw their FiOS services automatically restored once electricity was available.”

Frontier’s central office and remote office facilities remained online throughout the storm, either because electricity was available or generator power kicked in, added Williams.

Frontier's serve has returned to near normal levels in the company’s six-county Florida service area (Hillsborough, Pinellas, Pasco, Polk, Manatee and Sarasota). Once the storm had passed, Frontier had 630 service technicians in the field restoring damaged facilities.

The company listed its storm preparations:

  • activation of Frontier’s Emergency Response Center
  • equipping fleet vehicles with extra fuel, fluids and lighting
  • double-checking all safety equipment, ensuring all back-up power supplies and generators are fully operational
  • ensuring supplies were available for plant and network restoration
  • and placing emergency network supplies throughout company facilities.

Frontier extends broadband to 238,000 premises

Frontier Communications, serving customers across 29 U.S. states, announced that it has reached a milestone as part of the FCC Connect America Fund program (CAF) ahead of schedule.

Frontier noted that the FCC CAF program requires companies that have accepted funding to deploy broadband to 40% of the eligible locations by the end of 2017. Under the program, as of the end of June Frontier had reached the 40% target in nine states, namely Arizona, Connecticut, Georgia, Montana, New York, North Carolina, Pennsylvania, Washington and West Virginia.

Nationwide, Frontier stated that it is currently delivering broadband service to approximately 238,000 households and small businesses in its CAF-eligible areas, and has improved connection speeds to approximately 746,000 additional locations. The broadband expansion involved a combination of Frontier capital investment and resources the FCC has made available through the CAF program.

Frontier is marketing broadband offerings to households with newly provided or improved broadband speeds. Frontier offers speeds of up to 115 Mbit/s, depending on the distance from its nearest facilities, with many newly connected locations able to receive speeds of at least 25 Mbit/s.

Through its involvement in the FCC CAF program, Frontier will use $332 million in annual funding to extend broadband with a speed of at least 10 Mbit/s to 774,000 households and businesses over the lifetime of the program.

* In June, Frontier announced it was providing broadband service to previously unserved residents in 25 counties in Ohio and West Virginia. In Ohio, the company extended service to 12,600 CAF-eligible households and improve speeds to a further 33,600 households. In West Virginia, it delivered broadband to approximately 16,900 eligible households and improved speeds to an additional 117,000 households.
