ViaSat to Acquire WildBlue for Satellite Broadband

ViaSat agreed to acquire privately-held WildBlue Communications, which operates Ka-band satellite broadband service across the U.S., in a cash and stock transaction valued at $568 million.

In less than five years since launching its residential broadband satellite service, WildBlue has grown to over 400,000 customers, making it one of the top ISPs in the country.

WildBlue, which is powered exclusively by the ViaSat SurfBeam networking system, pioneered the use of "unprocessed" Ka-band spot beam technology to increase capacity and lower bandwidth costs.

The companies said their merger sets the stage for accelerated growth and expansion of the WildBlue broadband service using ViaSat next generation network technology, which will use a new higher-capacity ViaSat-1 satellite scheduled to launch in early 2011.

"WildBlue and ViaSat have been close partners for nearly a decade and today's announcement is the logical next step," said Mark Dankberg, chairman and CEO of ViaSat. "By integrating ViaSat-1 and its ground network technology into the WildBlue operational and distribution platform, we believe we can meaningfully reduce our operational execution risks. Joining forces with ViaSat provides fast and efficient access to next-generation capacity for the WildBlue business and its subscribers. This synergy, coupled with the improved free cash flow profile WildBlue has attained in the last year, has enabled us to structure what we believe is a highly capital efficient transaction that offers immediate financial benefits to ViaSat. In our view, it's exceptional to be able to make an acquisition with so many strategic benefits under such favorable financial terms."

"Our new satellite," Dankberg continues, "will have nearly all of its capacity aimed at those areas where WildBlue growth is constrained by lack of cost-effective bandwidth. The planned launch of ViaSat-1 in early 2011 is expected to multiply WildBlue total network capacity by more than tenfold, and by a factor of over 20 in those areas with the highest demand at a fraction of its current bandwidth costs. The increased bandwidth coupled with next generation ViaSat network technology is expected to enable WildBlue to increase upstream and downstream user speeds by factors of 3 to 5 times in those high-demand areas at current subscription prices, substantially raising the value to consumers."http://www.wildblue.com

Verizon CTO: All-Fiber is a Game Changer

"The real opportunity of a fiber-access network is created by the seamless interconnection with our wireless broadband and global IP networks," said Dick Lynch, Verizon executive vice president and chief technology officer, speaking at the Fiber to the Home Conference and Expo in Houston.

In the five years since beginning its FiOS rollout in Keller, Texas, Verizon's FTTH network has grown to where it will pass 15 million homes and businesses by year-end. The network delivers access for all its customers to Internet service at up to 50 Mbps downstream and 20 Mbps upstream, and TV service with about 120 high-definition (HD) channels.

Lynch said sales penetration rates for FiOS Internet and TV are already 28 percent and 25 percent, respectively. More than 300,000 new customers signed on to each of the services in the second quarter, bringing the totals to 3.1 million customers for FiOS Internet and 2.5 million for FiOS TV.

Lynch called on the networking industry to keep optical technologies moving forward. He said development of standards for emerging services must be expedited, citing the need to reduce the standards for 3D video from about a dozen to one. He said energy efficiency must be another priority. Verizon is migrating its networks to IMS and he called on the industry's assistance in developing a robust set of complementary CPE. Lynch also called for new PON systems capable of delivering strong signals out to 40 kilometers and beyond. This requires the use of better PON cards with improved optics as well as other innovations.

FCC's Broadband Task Force Delivers Initial Assessment

With 141 days remaining before the FCC must deliver a National Broadband Plan to Congress, the task force issued a preliminary report on the state of broadband in the United States.

The FCC's forthcoming plan, which was mandated by The American Recovery and Reinvestment Act of 2009, will address broadband deployment, adoption, affordability, and the use of broadband to advance solutions to national priorities, including health care, education, energy, public safety, job creation, investment, and others. The plan will provide concrete recommendations on how to successfully deliver on the infrastructure challenge of our time: provision and adoption of universal broadband.

This initial report provides data to the five FCC commissioners for developing the plan. Key findings includes:

The Framework: Congress required the Commission to craft a strategy for delivery of universal, affordable, widely adopted broadband to serve vital national purposes. The report states that subsidy mechanisms must be considered as a means to universal adoption, but current mechanisms, such as Universal Service and stimulus grants, are insufficient to achieve national purposes. The FCC might also help reduce costs with new policies on spectrum, rights of way, backhaul, and fiber.

Applications: The report finds that applications require different broadband speeds, with the most demanding being high-definition streamed video. But actual broadband speeds lag advertised speeds by as much as 50% to 80%. Peak usage hours, typically 7 p.m. to 10 p.m., create network congestion and speed degradation. About 1% of users drive 20% of traffic, while 20% of users drive up to 80% of traffic. A constrained network dictates investment needs in infrastructure.

Deployment: Preliminary analysis indicates that approximately three to six million people are unserved by basic broadband (speeds of 768 Kbps or less). The number of unserved increases as the definition of minimum broadband speed increases.

The incremental cost to universal availability varies significantly depending on the speed of service, with preliminary estimates showing that the total investment required ranging from $20 billion for 768 Mbps-3Mbps service to $350 billion for 100 Mbps or faster.

The cost of providing consumers with a choice of infrastructure providers, and/or ensuring that all consumers have access to both fixed and mobile broadband would be significantly higher than these initial estimates. The cost to provide service in rural areas is significantly higher than in urban areas, and is driven not only by higher capital expenditures, but also significantly higher recurring operating expenses largely driven by transport and transit. Universal Service Fund recipients have made progress bringing broadband to rural America, but the fund faces systemic and structural problems.

Adoption: Nearly 2/3 of Americans have adopted broadband at home, while 33% have access but have not adopted it, and another 4% say they have no access where they live. But large segments of the population have much lower penetration rates, and adoption levels vary across demographic groups. The cost of digital exclusion is large and growing for non-adopters, as resources for employment, education, news, healthcare and shopping for goods and services increasingly move on line.

Spectrum: Bandwidth-hungry devices, applications and users are buffeting existing network capacity and driving many to cite the need for additional spectrum. Some models suggest a need for more than 1 GHz of total allocated spectrum. The task force is actively assessing the long-term spectrum needs of the country for mobile broadband services, but after decades of new allocations, concedes that the spectrum pipeline is drying up.

International Broadband Plans: The driving force behind national broadband plans in other nations has been competitiveness, job creation and innovation. Successful plans need four or more years of continuous effort and consistent funding sources.

National Purposes: Broadband can be part of the solution to many of the nation's challenges, creating economic and social benefits.

The FCC noted that it has received nearly 41,000 pages of written comments so far in response to its National Broadband Plan Notice of Inquiry.

Infonetics: Carrier Ethernet Equipment Market to Hit $34 billion in 2013

Infonetics is predicting the Carrier Ethernet equipment market will grow to $34 billion by 2013. The largest investments are expected to be in IP core and edge routers, carrier Ethernet switches, and optical gear.

"Carrier Ethernet technology is integral to service provider IP next gen network projects aimed at transforming from TDM- to packet-based networks to handle ever-growing consumer, business, mobile backhaul, and video traffic. Service provider investment in carrier Ethernet continues to defy the economic downturn and outpace overall telecom capital expenditure investments. Over the 5 years from 2009 to 2013, we expect service providers worldwide to spend a cumulative $146 billion on carrier Ethernet equipment," projects Michael Howard, principal analyst for carrier and data center networks at Infonetics Research.

The forecasts are published in Infonetics new Carrier Ethernet report, which covers market size, market share, and forecasts through 2013 for carrier Ethernet switches, IP core and edge routers, SONET/SDH equipment, WDM equipment, VDSL, fiber and copper EADs, EPON, Ethernet and dual Ethernet/TDM microwave equipment, and carrier Ethernet ports by speed.

Alcatel-Lucent Sets Optical Transmission Record -- 155 X 100 Gbps

Researchers at Bell Labs have set a new WDM optical transmission record of more than 100 Petabits per second.kilometer (equivalent to 100 million Gigabits per second.kilometer). To achieve these record-breaking results researchers from the Bell Labs facility in Villarceaux, France used 155 lasers, each operating at a different frequency and carrying 100 Gbps.

The 100 Petabit per second.kilometer figure was derived by multiplying the number of lasers by their 100 Gbps transmission rate and then multiplying the aggregate 15.5 Terabit per second result by the 7,000 kilometer distance achieved. The combination of speed and distance expressed in bit per second.kilometers is a standard measure for high speed optical transmission.

Alcatel-Lucent said this record setting capacity represents sending the equivalent of 400 DVDs per second over 7,000 kilometers, roughly the distance between Paris and Chicago.

"There is no question that this record breaking transmission is a milestone in achieving the network capacity and speeds and a key step forward in satisfying the ongoing explosion in demand," said Gee Rittenhouse, head of Bell Labs Research. "This is a prime example of Bell Labs preeminent research and demonstrates the ability of our researchers to solve complex problems," he explained.

Two other notes about the demonstration:

The transmissions were accomplished over a network whose repeaters, devices used to sustain optical signal strength over long distances, were spaced 90 kilometers apart. This spacing distance is 20% greater than that commonly maintained in such networks.

The Bell Labs researchers also increased capacity by interfacing advanced digital signal processors with coherent detection, a new technology that makes it possible to acquire details for a greater number of properties of light than the direct detection method commonly applied in today's systems. Using this technique the researchers were able to effectively increase capacity by increasing the number of light sources introduced into a single fiber yet still separate the light into its constituent colors when it reached its destination.

Ciena Upgrades its CoreDirector with OTN, FlexiPorts, 1,000 Node Scale

Ciena rolled out a number of key hardware and software enhancements to its flagship CoreDirector FS Multiservice Optical Switch to support the transition from SONET/SDH architectures to next-generation Ethernet/OTN-based networks.

Ciena's CoreDirector, which is deployed in both terrestrial and submarine networks at some of the world's largest operators, was originally designed to automate the core of SONET/SDH networks via intelligent software-based automation and control plane- managed resiliency.

CoreDirector FS retains those same capabilities while consolidating SONET/SDH, OTN and Ethernet functionality in a single, high-capacity multiservice optical switch, thereby giving customers a simplified network architecture approach, reduced operational costs and a flexible option to help migrate their network architectures from SONET/SDH to Ethernet and OTN to alleviate the strain of increased bandwidth demand from high-speed optical private line and packet services.

New hardware modules and software features for the CoreDirector FS enable transparent service delivery with OTN switching, scalability up to 1000 nodes in a single control plane domain, and full C-band tunable, pluggable ULH DWDM interfaces. Ciena is adding its "FlexSelect" Line Modules with programmable ports to the platform and providing tighter integration with its CN 4200 FlexSelect Advanced Services Platform.

Ciena said the introduction of OTN networking on CoreDirector FS extends the service flexibility and wavelength efficiency of CN 4200 beyond the metro, creating a highly-reliable, automated and efficient regional, national or global mesh core. The OTN capabilities in both the CoreDirector FS and CN 4200 provide an end-to-end software-automated optical layer to optimize the router layer. In addition, the platform's multi-protocol fabric and SONET/SDH-to-OTN gateway features enables CoreDirector FS to optimize and cost-reduce metro hub offices by eliminating standalone SONET/SDH, OTN and back-to-back DWDM muxponder equipment. These capabilities are now commercially available.

Key applications including differentiated bandwidth wholesaling, resilient submarine cable landing networks, digital video and content distribution, and MEF-compliant ELINE services, among others.

Carriers employing the CoreDirector include AT&T, BT, Cable & Wireless, Sprint, Tata Communications, Telmex and Verizon Business.

AT&T Criticizes Google on Net Neutrality

AT&T filed a letter with the FCC reiterating its support for a vibrant, open Internet, while also criticizing Google for its own disregard for Net Neutrality. Specifically, AT&T said Google is systematically blocking telephone calls from consumers that use Google Voice to call phone numbers in certain rural communities and, as a result, is reducing its access expenses.

A June 2007 FCC decision prohibits other providers, including those with which Google Voice competes, from taking such action. Google has dismissed the Commission's order, claiming that Google Voice "isn't a traditional phone service and shouldn't be regulated like other common carriers."

AT&T's Senior Vice President-Federal Regulatory Robert Quinn, said:

"Google Voice has claimed for itself a significant advantage over providers offering competing services. By openly flaunting the call blocking prohibition that applies to its competitors, Google is acting in a manner inconsistent with the spirit, if not the letter, of the FCC's fourth principle contained in its Internet Policy Statement. Ironically, Google is also flouting the so-called ‘fifth principle of non-discrimination' for which Google has so fervently advocated..."

"AT&T strongly emphasizes that the existing Internet principles are serving consumers well in their current form and there is no sound reason to radically expand and codify those principles. But if the Commission nonetheless embarks on such a course as it apparently plans to do in an upcoming rulemaking, it absolutely must ensure that any such rules apply evenly -- not just to network operators but also to providers of Internet applications, content and services. Anything less would be ineffective, legally suspect and, in all events, a direct repudiation of President Obama's call for a ‘level playing field.'http://www.att.com/gen/public-affairs?pid=14048&goback=group01&article=home

FCC Seeks Input on New Spectrum for BB Wireless

The FCC is seeking public comment on the sufficiency of current spectrum allocations, including but not limited to the prime spectrum bands below 3.7 GHz, for purposes developing its National Broadband Plan. The FCC's Public Notice asks for detailed, fact-based responses and, to the extent possible, quantitative data and analytical justification. Specifically, the FCC is seeking public input on the following subjects:

1. What is the ability of current spectrum allocations to support next-generation build-outs and
the anticipated surge in demand and throughput requirements?

2. What spectrum bands are best positioned to support mobile wireless broadband?

3. What spectrum bands are best positioned to support fixed wireless broadband?

4. What are the key issues in moving spectrum allocations toward their highest and best use in the
public interest?

5. What is the ability of current spectrum allocations to support both the fixed and mobile
wireless backhaul market?

The FCC's request for information also noted the following interesting facts and observations gathered from various sources across the industry:

  • CTIA notes that the wireless market in the United States now encompasses over 270 million subscribers.

  • Motorola notes that more than 78 percent of U.S. wireless consumers have a wireless device that is capable of accessing the Internet, and approximately 40 million American consumers are active users of mobile Internet services -- a 75 percent increase from two years ago.

  • According to Wireless Communications Association International (WCAI), a traditional handheld device, with average customer usage patterns, will consume about 30 megabytes of data in a month, a single smart phone consumes 30 times that amount, and a single connected notebook or laptop computer is consuming 450 times that amount.

  • Customers of T-Mobile's G1 smartphone use 50 times the data of an average T-Mobile customer.

  • Mobile applications, such as video, Internet gaming, and social networking typically require bandwidth between 1 and 5 Mbps, compared to 6 to 12 kbps for a mobile voice call.

  • According to CTIA, mobile carriers in the United States operate with just under 450 MHz of spectrum, which CTIA contends compares poorly with many other OECD nations .

  • CTIA further adds there is only 40 MHz of spectrum "in the pipeline" for CMRS providers.

  • WCAI suggests the need for spectrum for fixed wireless broadband could be 150 megahertz.

  • IEEE recommends the use of TV spectrum as potential spectrum available for wireless broadband Internet services.

  • UTC/Edison suggests that reallocating the 1.8 GHz band will support the operations, maintenance, and management of the electricity supply.

  • API recommends that critical infrastructure entities receive access to the 700 MHz band.

  • T-Mobile notes that the United States should follow the example of other nations that are making spectrum available for 3G service in the 1.7 to 1.9 GHz bands, 2.5 GHz, and 2.6 GHz bands.

  • AT&T stated the demand for data on its wireless networks is exploding at such a rapid rate that technological solutions alone cannot be the answer. The ability of AT&T to handle the 5,000% growth in data usage over the past three years relies upon broad contiguous bands of spectrum. To help support this growth, in 2009 AT&T plans to build add an additional 2,000 cell sites to its networks.

Key functionality includes fulfillment (customer management and order handling, order management, service and network activation); Assurance (fault management, performance and QoS management, SLA management, and ITIL processes for incident, problem and change management); Billing (rating, billing, invoicing); Operations support (network and service inventory, workforce management and business intelligent reporting); and Applications enablement (SDP platform to enable on-boarding of RSP services). Alcatel-Lucent said its solution will fully support Nucleus Connect's wholesale business model.

Singapore's Next Gen NBN will be the world' s first Open Access FTTP (Fibre to the Premises) network using GPON & Active Ethernet access technology and multi-service MPLS IP Core technology. The project envisions bandwidth services ranging from 100Mbps to 1Gbps to residential users and business users. Nucleus Connect plans to commence commercial operations in Q1-2010. Actual availability of ultra high-speed broadband connectivity to homes and businesses in Singapore will depend on the roll-out schedule of the Next Gen NBN. The government of Singapore expects broadband connectivity of up to 1Gbps in 95% of homes and offices by December 2012.

The model set by the IDA is separated structurally and operationally. End-users will subscribe to services from retail service providers (RSPs), who rely on connectivity services in a wholesale model provided by the OpCo (who manages the active network). The OpCo in turn relies on the network company (NetCo) to provide access to the passive fibre network. Nucleus Connect, a wholly-owned subsidiary of StarHub, serves as the OpCo.

HSPA Mobile Broadband Gains Enterprise Traction

HSPA Mobile Broadband technology is growing in popularity amongst global organizations, according to a new survey commissioned by the GSMA of 1000 enterprises across the US, Europe and Asia Pacific.

The survey shows that on average, 12.3% of global workforces (per business) have access to mobile broadband. This figure is set to increase by 25% over the next 12 months.

A vast majority of enterprises surveyed revealed that of the equipment they provide to employees currently, more than 70% provide laptops, VPN access and various other remote access technologies. Because mobility has become one of the most important technological considerations, the provision of desktops is on the decline. This is further proved by the fact that 59% of global organisations have provided wireless internet to its employees.

While the outlook for enterprise mobile broadband technology globally looks extremely positive, the survey also revealed that only the more senior positions (60% of company directors, 62% managers) and company sales representatives (39%) are provided with mobile broadband devices.

"The findings provide an extremely encouraging global outlook for HSPA Mobile Broadband technology penetration within enterprises," says Michael O'Hara, CMO at the GSMA. "The results clearly demonstrate that enterprises are keen to innovate and have recognized the freedom and flexibility that HSPA Mobile Broadband delivers."http://www.gsmworld.com

Verizon Wireless Outlines its Road to LTE

Verizon Wireless must focus not only on building the most reliable next-generation 4G LTE wireless network in the country -- and one of the first on the globe -- but must also take a proactive approach in developing the mobile ecosystem, said Tony Melone, Verizon Wireless senior vice president and chief technology officer, speaking at the 2009 PCIA Wireless Infrastructure Show. Melone confirmed the company's LTE network build plan, saying Verizon Wireless plans to launch in 25 to 30 markets in 2010 and cover virtually all of its current nationwide 3G footprint with the next-generation network by the end of 2013. So far, everything is on schedule.

"We can build all the bells and whistles and make lots of bold claims, but none of it will matter if the network - and all of the underlying infrastructure that supports the network - isn't fundamentally reliable," Melone said. "I can promise you that reliability will continue to differentiate Verizon Wireless in the marketplace. And that is also what will differentiate the suppliers we choose. There will be no substitute for good old-fashioned engineering: reliability built in at the start based on rigid engineering standards and a disciplined approach year after year will continue to be our mantra."

Melone outlined a number of collaborative initiatives undertaken by Verizon Wireless:

  • Open Development - established to help third-party developers create and certify devices to run on the company's network. To date, the company has certified more than 55 devices - mostly specialized machine-to-machine (M2M) units - to run on its 3G network. As a result, Verizon Wireless now has a tested and proven process to certify the multitude of specialty devices that will come as the 4G ecosystem evolves.

  • Verizon LTE Innovation Center - serving as an incubator for early development of both traditional and non-traditional products for use on Verizon Wireless' 4G LTE network. The company is actively working with several strategic partners to help the consumer electronics industry quickly bring products to market, helping to play the role of matchmaker between the hardware and device companies and the software and application developers.

  • The Verizon Developer Community and V CAST Apps - a robust group of application developers are helping the company bring innovative applications to its customers through Verizon Wireless' forthcoming application store. V CAST Apps will launch by the end of the year so that developers can take advantage of the company's scale and distribution to market their applications to Verizon Wireless customers.

  • Joint Innovation Lab - a member of the venture with China Mobile, Softbank and Vodafone, Verizon Wireless is at the forefront in developing a software platform that will allow developers to create their mobile applications to run seamlessly across multiple operating systems.

  • Designated M2M Focus for Important Market Segments - Verizon Wireless recently formed a joint venture with Qualcomm aimed at machine-to-machine wireless services for a variety of vertical market segments, including healthcare, manufacturing, utilities, distribution and consumer products.

Stoke Enhances Mobile Broadband Gateway for 3 LTE eNodeB Aggregation

Stoke released a software upgrade that enables its mobile broadband gateway to immediately support initial 4G/LTE deployments, while enhancing the profit potential of their current 3G networks. Specifically, the new StokeOS software and SSX-3000 platform now address the requirements of high availability, reduced operational expense, high performance and end-to-end security in eNodeB aggregation.

The new features in StokeOS 4.5 support deployments of all-IP backhaul architectures and allow carriers to leverage lower-cost open IP transport networks at the earliest stages of 4G/LTE. Capabilities in this software version include intra-device resilience, redundancy within individual Stoke SSX-3000 devices to reduce cost, power, and overall footprint, and support both for femtocells and LTE eNodeB base stations.

Stoke said there are four main considerations for eNodeB Aggregation:

  • Secure Communications: When open IP is used for wired or wireless backhaul, the signaling and subscriber traffic must be secured from the eNodeB to the operator core. The SSX-3000 is a high density, high throughput security gateway, providing line rate, low-latency, encrypted communications.

  • Tunnel Management: Unlike user to network secure sessions, the interaction between eNodeB and the security aggregator is of "network to network" type, therefore traffic destined for user endpoints as well as to the eNodeB itself must be protected. The gateway must be able to distinguish between traffic to subscribers and traffic destined for the eNodeB in the same encrypted tunnel. StokeOS 4.5 also provides a range of tunnel initialization and recovery options to ensure non-stop operations.

  • Deployment Flexibility: The gateway must be capable of supporting many types of home, pole-top and macro eNodeB units from a range of eNodeB suppliers to support expected operator LTE radio access network deployment models. It must also support different deployment architectures, providing operators with the freedom to select best-of-breed solutions for 4G, and 3G environments.

  • Operational Efficiency: In lab and commercial trials, customers identified efficiencies in space and power usage, multiple functionality, high availability and high scalability as key operational metrics.

Stoke's SSX-3000 delivers connection and traffic throughput densities from 8,000 to 240,000 connected subscribers, in throughput configurations from 4Gbps to 16Gbps, in a five-rack unit form factor.
