AT&T boosts mid-band spectrum and adds resiliency with FirstNet

AT&T is furthering expanding 5G on FirstNet by boosting dedicated in-building connectivity and enhancing 9-1-1 resiliency across Tennessee with FirstNet as a wireless backup, a first.

Public safety in more than 40 cities – including Boston, Charlotte, Chicago, Minneapolis, Nashville, Phoenix, Seattle and St. Louis – can access AT&T mid-band 5G+ spectrum. This provides first responders in about 100 markets across the country with access to at least 1 of the 3 flavors of 5G (using low-, mid- and high-band spectrum).

Qualified first responder agencies on FirstNet can now get Cell Booster Pros for use in areas where they've previously experienced connectivity challenges at no cost to them. The Cell Booster Pro is an enterprise-grade mini cell site that provides reliable connectivity for public safety on FirstNet, as well as employees and visitors on the AT&T commercial network. The Cell Booster Pro transmits public safety's high-quality Band 14 spectrum as well as AT&T commercial LTE. 

In addition, AT&T will equip 9-1-1 call centers, or public safety answering points (PSAPs), and first responders in Tennessee with an integrated infrastructure that allows them to be more flexible, resilient and agile. AT&T ESInet has been integrated with the FirstNet network to extend network connectivity to remote PSAPs that are either hard to reach or experiencing an outage. The State of Tennessee is leading the country in deploying this innovative solution at every PSAP across the state. 

AT&T said this interoperability with FirstNet enables redundancy, resiliency and agility with AT&T ESInet so that PSAPs can focus on keeping their communities safe. If AT&T ESInet detects a disruption to the primary connection of a 9-1-1 call center, it will automatically route 9-1-1 calls over the FirstNet network to a remote PSAP. This integration strengthens PSAPs to maintain operations and creates a path for future Next Generation 9-1-1 technologies, including videos and images. These technologies allow PSAPs to coordinate with first responders more efficiently, improve situational awareness and reduce response times.

FEMA looks to AT&T to modernize disaster response communications

AT&T has been awarded four separate contracts valued at $167 million over 5 years to modernize the communication capabilities of the U.S. Federal Emergency Management Agency (FEMA), which coordinates federal response to disasters within the United States. FEMA is already a FirstNet subscriber.

AT&T will transition FEMA voice and data systems, wireless LAN capabilities, Contact Center Capability Modernization Program (C3MP), and The National Warning System from legacy technologies. The goal is a modernized voice and data architecture with a flatter network topology (Layers 2 and 3) that reduces the agency’s enterprise network footprint; lowers management and maintenance resource support costs; increases security and availability; and provides a platform for future scalability. Access options include FirstNet resources with always-on priority/preemption and Band 14 spectrum, as well as satellite and Wi-Fi 6. The upgrade program will also modernize FEMA's in-bound contact center capabilities for disaster survivors. AT&T will provide FEMA a protected, resilient, survivable, and recoverable contact center solution as well as a path to migrate C3MP to the cloud.

AT&T deploys Band 14 spectrum for FirstNet

AT&T is rolling out Band 14 spectrum in cell sites used by the FirstNet network for first responders. The FirstNet Authority – an independent government agency – granted AT&T the right to use Band 14 specifically to support public safety subscribers on FirstNet.

So far, Band 14 has been deployed on existing cell sites in more than 700 markets nationwide. 

AT&T is also launching new FirstNet cell sites across the country to expand rural and remote coverage – including areas where emergency responses have been previously challenged by a lack of connectivity.

Band 14 spectrum is the nationwide, high-quality spectrum set aside by the U.S. government specifically for FirstNet.

The rugged vehicle antenna-modem solution tightly couples essential LTE radio components to meet the most demanding needs of public safety and fleet vehicles.

Airgain said its new AC-HPUE product ensures transmission of the maximum allowable radiated power directly to the LTE antenna elements. FirstNet delivers fleet management for public safety agencies

FirstNet is now offering a fully-integrated solution that provides public safety agencies with near real-time insights into critical fleet and in-field first responder activities. The capabity enables increased situational awareness, efficiency and safety for first responders and public safety fleets.

"Fleet Complete for FirstNet" consists of a FirstNet Ready Cradlepoint device that can take advantage of Band 14 and two FirstNet Certified apps now in the FirstNet App Catalog: Fleet Complete Mobile and Fleet Complete Dispatch. The solution provides post-install support, maintenance and fault code modules, as well as detailed reporting for historical data records. Once installed, public safety agency administrators can remotely track vehicles in the field, run engine diagnostics, get crash notifications, and check sensors to monitor maintenance needs, fuel consumption and more.

AT&T tops 600K FirstNet Connections

The FirstNet communications platform – built with AT&T and the First Responder Network Authority (FirstNet Authority) – is now supporting 600,000+ device connections from more than 7,250 public safety agencies.

A majority of agencies and nearly 50% of FirstNet’s total connections are new subscribers (not AT&T migrations).

Some additional milestones:

• Band 14 spectrum has been deployed in more than 600 markets.
• FirstNet subscribers have access to all AT&T LTE bands in addition to Band 14
• According to the results of tests taken with Speedtest as analyzed by AT&T, FirstNet consistently performs over 25% faster than any commercial network.
• 3 Flying Cells on Wings (COWs) were recently added to the FirstNet deployable program. Each Flying COW is comprised of 2 tethered drones and a trailer for transport that is equipped with a satellite dish and fiber connections. Flying COWs are capable of withstanding light rain and wind speeds up to 25 miles per hour, and are able to reach heights of up to 400 feet. The Flying COWs are set to be outfitted with Band 14 in the second half of 2019.

Utility Inc. received AT&T FirstNet Ready certification for their Rocket IoT XLE device.

The RocketIoT-XLE is an in-vehicle communication platform that can be used by law enforcement for automated evidence gathering, situational awareness and officer safety and transparency. The unit features a 4G LTE Cat-12 internal cellular modem supporting data speeds up to 600 Mbps. FirstNet builds fleet of deployable network assets for disasters

FirstNet is building a fleet of network assets, including Satellite Cell on Light Trucks (SatCOLTs), that public safety agencies subscribing to FirstNet can call upon during emergencies to help first responders stay connected.

The fleet now includes 72 dedicated deployable network assets that are stationed across the country. In addition to the FirstNet-dedicated fleet, public safety subscribers will be able to tap into assets, as available, from the AT&T fleet – which is one of the nation’s largest and most advanced disaster response programs.

In 2018 alone, the AT&T FirstNet team has already supported nearly 100 emergency and event response efforts via asset deployments and other solutions. This includes active shooter situations, tornadoes in the east, wildfires across the western states, and most recently, deployments for the Merrimack Valley gas explosions and Hurricane Florence.

Sierra Wireless intros FirstNet vehicle router

Sierra Wireless unveiled its AirLink MG90 High-Performance Multi-Network Vehicle Router supporting FirstNet’s First Priority – which includes priority and pre-emption for first responders – and FirstNet’s 700MHz Band 14 spectrum. The router supports LTE-Advanced Pro (Cat-12 speeds) and can switch seamlessly between FirstNet Band 14 wireless spectrum and other U.S. commercial mobile networks, with dual concurrent Gigabit Wi-Fi and Gigabit Ethernet and extensions to Land Mobile Radio (LMR) and satellite systems.  This is the first device of its kind to achieve the FirstNet Ready designation.

The router is based on Sierra Wireless' AirPrime EM7511 LTE-Advanced Pro embedded module, which was also recently approved by AT&T and is the first embedded module available for the FirstNet network.

FirstNet enrolls first 1,000 Public Safety Agencies

More than 1,000 public safety agencies across 52 states and territories have joined FirstNet, nearly doubling the network’s adoption since April.

FirstNet is the nationwide public safety communications platform dedicated to America’s first responders which is built with AT&T in a public-private partnership.

AT&T brings FirstNet equipment and plans to its retail stores

AT&T is bringing FirstNet mobile plans and devices into its 5,300 retail stores across the country.

This lets verified first responders sign up for FirstNet service under a personal account. AT&T and FirstNet said some EMS, fire and law enforcement agencies don’t provide their personnel with wireless service plans or devices.  Verified personnel will be able to sign up as Subscriber Paid Users or become Agency Paid Users

FirstNet's Dedicated Evolved Packet Core Goes Live

AT&T confirmed that the dedicated evolved packet core for FirstNet is now live nationwide.

FirstNet is the country’s first nationwide public safety communications platform dedicated built by AT&T in public-private partnership with the First Responder Network Authority.

The FirstNet network core is built on physically separate hardware from the AT&T network. It provides first responders with their own separate, nationwide broadband network and it is being certified by the First Responder Network Authority. The packet core forms the basis for the unified, interoperable and nationwide communications system.

First responders on the FirstNet evolved packet core can now access "First Priority", which turns FirstNet’s always-on access to priority and preemption up a notch, giving first responders 2 more priority levels. With 3 options at their fingertips, public safety agencies will have the ability to assign priority levels based on their command structure or shifting needs. The launch also unlocks an Incident Management Portal, which allows official to uplift critical users to the highest priority levels. Using the Incident Management Portal, they can make these adjustments in near real time to help first responders.  Public safety can also temporarily uplift other non-first responder users that are essential to managing an incident – like utilities or transportation. Future public safety capabilities will include mission-critical Push-to-Talk, z-Axis location-based services, etc.

A controlled introduction is now underway. A number of FirstNet-ready devices have been announced, including popular mobile devices like the Samsung Galaxy S9/S9+, and rugged mobile devices like the Sonim XP8 and XP5s (coming soon). The FirstNet SIM will also work with other devices, but firmware updates may be required.

The NETGEAR Nighthawk M1 Mobile router – a mobile hotspot router – is another product that will accept the FirstNet SIM.

All 50 U.S. States opt in to FirstNet

All 50 U.S. states, 2 territories and the District of Columbia have now opted in to the FirstNet spectrum build-out.

FirstNet, in partnership with AT&T, is building the nationwide public safety broadband network. The effort to create a separate, dedicated network for first responders can be traced back to the communication challenges public safety experienced during the September 11, 2001, terrorist attacks.

"With every state saying 'yes' to the FirstNet plan, America's first responders now have a nationwide interoperable network they can rely on 24/7/365 – like their mission," said First Responder Network Authority Chief Executive Officer Mike Poth. "I applaud these governors for their decision and congratulate public safety for its advocacy and partnership throughout the process. With more than 50 states and territories participating in FirstNet, public safety is assured of an enduring, self-sufficient network to serve them for years to come."

AT&T and FirstNet announced the following goals for 2018:

• Increased coverage and capacity from AT&T's FirstNet build. Plus, access to mobile dedicated network assets that can be deployed for additional coverage and support when needed.
• Launch of the AT&T-built FirstNet nationwide, dedicated evolved packet core network with end-to-end encryption. All FirstNet traffic will be routed through this multi-million-dollar core to give first responders the separate, highly secure, non-commercial network they deserve.
• Access to a dedicated Security Operations Center, offering 24/7/365 support.
• Roll out of a range of next-generation public safety tools. This includes mission-critical push-to-talk and device offerings, like BYOD, to bring value to urban and rural first responders.
• Continued innovation with the FirstNet app ecosystem. This will be supported by FirstNet-focused hackathons in the new year to help fuel development.

FirstNet adds "Ruthless Preemption" feature

FirstNet, which in partnership with AT&T is building the nationwide public safety broadband network, announced the release of "ruthless preemption" for first responder subscribers across the country.

Preemption is a mission-critical feature that enables first responders on FirstNet to communicate and coordinate during emergencies, large events or other situations where commercial networks can become congested.

The feature is now available to first responders in states and territories that have opted in to the First Responder Network Authority and AT&T plan.

"As a first responder on 9/11, I experienced the communications challenges that can happen in large emergencies as networks become congested and overwhelmed," said Fairfax County Fire and Rescue Chief Richard Bowers. "Now, with the launch of preemption on FirstNet, for the first time, public safety is ensured a 'fast lane' to connect. State of Georgia signs on to FirstNet

The state of Georgia has accepted the FirstNet and AT&T plan to deliver a wireless broadband network to the state's public safety community.

Under the public/private partnership, first responders in Georgia, including fire, police, EMS and other public safety workers, will have access to quality of service and priority to voice and data across the existing nationwide AT&T LTE network.  Preemption for primary users over the AT&T LTE network is expected by year-end.

AT&T says FirstNet now elected in half of all states

AT&T cited significant traction for the FirstNet public safety network: the governors of 29 American states and territories have made the decision to opt in to the FirstNet network. An opt-in decision allows first responder agencies to sign-up for FirstNet, giving them priority access to voice and data across the existing nationwide AT&T LTE network.

“Just within the past couple of months, this country has experienced a number of tragedies. And no matter the life-threatening event, our first responders were there for us. It’s our responsibility to make sure the communications capabilities they need are there, too,” said Mike Poth, CEO of FirstNet. “We applaud these 29 governors for giving their first responders access to the cutting-edge tools they need to support their heroic efforts.”

FirstNet and AT&T launch developer program for public safety

FirstNet and AT&T, which in April announced a partnership for the deployment of a national high-speed data and voice network for first responders, launched a developer program geared toward America’s first responders.

FirstNet is looking to independent software developers to spur innovation and create new apps for public safety. The developer program will feed the FirstNet app store, providing public safety with a one-stop shop for reliable, highly secure solutions optimized for the FirstNet network. Based on common and open standards, this ecosystem will be an engine for innovative, cost effective and interoperable public safety solutions.

FirstNet and AT&T detail progress

FirstNet and AT&T, which in April announced a partnership for the deployment of a national high-speed data and voice network for first responders, have detailed State Plans for U.S. states and territories to support the roll-out of the FirstNet network.

The companies noted that the State Plans are being delivered three months ahead of the original schedule and represent a milestone in the deployment of the FirstNet network. The State Plans are being released via an online portal, while states and territories will have up to 45 days to review the plans. States and territories will be able to exchange feedback with FirstNet prior to an official 90-day period for governors to make an 'opt-in/opt-out' decision on their state plans.

A decision by a state/territory to opt-in will allow FirstNet and AT&T to immediately begin delivering services to the state or territory's public safety community, as well as enabling infrastructure investments for the network.

The partners stated that when a governor opts-in, FirstNet and AT&T will launch the network build process, thereby prompting:

1. Transfer of the financial, operational and technical risks of building, maintaining and upgrading the FirstNet network in that state/territory to AT&T for a period of 25 years.

2.         The launch of key network features, including priority access to voice and data across the existing nationwide AT&T LTE network.

3. The provision of pre-emption over the AT&T LTE network, which is due to be enabled by year-end, meaning that fire, police and EMS will have dedicated access to the network when necessary.

4. The delivery of new feature-rich services at competitive rates.

FirstNet Picks AT&T for roll-out of National First Responder Network

AT&T has been selected by the First Responder Network Authority (FirstNet) to build and manage the first broadband network dedicated to America's police, firefighters and emergency medical services (EMS) that will cover all 50 states, 5 U.S. territories and the District of Columbia, including rural communities and tribal lands.

The communications infrastructure to be provided by AT&T will support the millions of first responders and public safety personnel nationwide. The public-private infrastructure investment is expected to create around 10,000 U.S. jobs over the next two years, with the roll-out scheduled to begin later in 2017.

AT&T noted that first responders currently use commercial networks, which can suffer from congestion, and utilise over 10,000 different networks for voice communications that may not interoperate. FirstNet is aiming to address these limitations.

For the project AT&T will create a national IP-based, high-speed mobile communications network for first responders designed to improve rescue and recovery operations, more effectively connect first responders to the information they need, support public safety initiatives based on IoT and smart city solutions and enable the use of new capabilities such as wearable sensors and cameras.

Under the terms of the 25-year agreement between FirstNet and AT&T:

1. FirstNet will provide 20 MHz of telecommunications spectrum and success-based payments of $6.5 billion over the next five years to support the network build-out, with the funding raised from previous FCC spectrum auctions.

2. AT&T will spend approximately $40 billion over the term of the contract to build, deploy, operate and maintain the network, with a focus on ensuring reliable coverage for public safety users.

3. AT&T will also connect FirstNet users to the company's telecom network assets.

In addition, FirstNet and AT&T will seek to develop the network in line with technology advances, for example, to leverage 5G network capabilities as they become available over the next few years.
