China Issues First MVNO Licenses

China's Ministry of Industry and Information Technology (MIIT) issued the first licenses allowing mobile virtual network operators (MVNOs) to use the infrastructure of China Mobile, China Unicom and China Telecom. A total of eleven companies were granted MVNO licenses in the first round, including the c-commerce company Alibaba.
