Senators Frank R. Lautenberg (D-NJ) and John McCain (R-AZ) introduced the "Community Broadband Act of 2005," seeking to prevent states from blocking local communities from providing broadband access to their citizens. According to the senators, fourteen states have already enacted barriers to entry, from outright restrictions to prohibitions that make entry difficult or prohibitively costly.
