China's State Council issues 3G licenses to the nation's top three mobile operators. 
The licenses employ all three major standards, including the domestically developed TD-SCDMA (Time Division Synchronous Code Division Multiple Access), WCDMA and CDMA 2000. China Mobile will use TD-SCDMA, while China Unicom and China Telecom will use WCDMA and CDMA 2000, respectively.
