Top Layer Networks Hires VP of Engineering

Top Layer Networks, a start-up providing intrusion prevention solutions, appointed Mike Cooper as vice president of engineering. Previously, Cooper founded New England Project Services (NEPS), a project management consultancy. Before NEPS, he served as vice president of service delivery with Tanning Technology, an IT services company.
